Feedback Sought on Rocky View County’s Draft Fire Master Plan and Related Policy Documents

Rocky View County is inviting residents to provide feedback on the draft Fire Master Plan, Fire Services Off-Site Levy Bylaw, and Municipal Development Plan (MDP) amendments. Together, these documents will help guide decisions related to future fire services, infrastructure investments, and growth planning across the County.

Following public engagement earlier this year, feedback from Fire Services members, residents, businesses, and neighbouring municipalities was considered alongside technical studies, growth projections, and planning requirements to help inform several key updates to the draft Fire Master Plan:

  • The Plan moves away from rigid response-time targets for future station planning, with new stations designed around response areas and community needs, subject to Council approval.
  • Greater emphasis is placed on measurable service targets, regular performance reporting, and regional collaboration.
  • The Fire Master Plan now looks ahead 20 years instead of 30, making it more practical and responsive to planning future fire service and infrastructure needs.
  • The Fire Master Plan's Implementation section identifies key initial actions for the County to pursue within the first five years.
  • The Vision and Goals have been updated using clearer, plain language, with a sixth goal added: "Advance Community Risk Reduction and Prevention."

The Fire Master Plan is part of a broader Fire Policy Framework that coordinates fire service planning, funding, and governance with the County's long-term growth and infrastructure priorities. The Framework also includes the following draft documents:

Draft Fire Services Off-Site Levy Bylaw

  • The draft bylaw proposes a County-wide, tiered approach for new development to contribute toward eligible growth-related costs of future fire stations and infrastructure. Future station investments would remain subject to Council approval.

Draft Municipal Development Plan (MDP) Amendments

  • The proposed MDP amendments would better integrate fire protection into growth and development planning, including future station locations, emergency access, water supply, and community risk considerations. These changes would help ensure fire service needs are considered early as the County grows.
