The Family and Community Support Services (FCSS) program provides funding to non-profit organizations that enhance the social well-being of individuals and families in Rocky View County.

Programs Currently Funded

  • Family life enrichment courses
  • Senior’s programs
  • Information and referral programs
  • Other preventive social support programs

Available Funding

General FCSS Funding Large ($10,000 and over)

  • Open September 1, 2026
  • For ongoing programs that address local needs through established programming and proven outcomes.

General FCSS Funding Small (under $10,000)

  • Open September 1, 2026
  • For ongoing programs that address local needs through established programming and proven outcomes.

Capacity Building ($7,500 and under)

  • Open January 2027
  • For one-time, short-term, or capacity-building projects.

    • Funding decisions will be approved in March and June 2027.

Funding is for programs starting January 1, 2027 or later of the subsequent year and must be spent within the same year.

No applications are accepted once all funds are allocated.

Eligibility Requirements

Applicants must be

  • A registered non-profit serving Rocky View County residents

Not eligible

  • Individuals
  • For-profit groups or businesses

Funding cannot be used for

  • Recreation
  • Public health transportation
  • Direct assistance (money, food, clothing, shelter)
  • Rehabilitation
  • Duplication of services provided by other government agencies

Application Requirements

  • Help people develop independence, strengthen coping skills, and become more resistant to crisis.
  • Help people develop an awareness of social needs.
  • Help people develop interpersonal and group skills to enhance constructive relationships.
  • Help people and communities assume responsibility for decisions and actions affecting them.
  • Promote, encourage, and facilitate volunteer involvement.
  • Provide supports that help people remain active participants in the community.

Application Timeline for 2027 General FCSS Funding Large and Small

  • October 2, 2026 – Applications submitted by end of day
    • Q&A Sessions – September 17, 2pm and September 25, 10am. Email fcss@rockyview.ca for the TEAMS link to attend.
  • October to November 2026 – Application reviewed for completeness, eligibility, and are in accordance with the County’s FCSS Bylaw [PDF/330KB]
  • December 2026 – Decisions are communicated
  • January 2027 – A Memorandum of Understanding is signed, and first quarterly payment issued. Remaining payments in April, July and October
  • January 2028 – Final program/project report due to the FCSS Coordinator

Capacity Building Funding Timeline

Follows a similar process to General Funding, but timelines depend on when the application is received. Only one cheque for the full amount is issued.

All Applications Must Align with the Rocky View County FCSS Strategy

  1. Meet the FCSS Act and Regulation, including prevention focus and new provincial outcomes
  2. Align with County vision, mission, and values of the RVC Funding Framework
  3. Consider impact on stakeholders, partners, and overall social well-being
  4. Bring people together and build social capital
  5. Use research-based best practices
  6. Are evidence-based
  7. Are consistent with past successes
  8. Position the program and County well for the future
