The Rocky View County Housing Needs Assessment highlights how population growth, regional housing pressures, and limited housing diversity are increasing demand for a broader range of housing options across the County.

The findings show that while Rocky View County has high homeownership rates and above-average household incomes, many residents including renters, seniors, young adults, and lower-income households, continue to face housing affordability and accessibility challenges.

Key Findings

  • The population increased from 39,407 in 2016 to 41,028 in 2021 and is projected to reach approximately 54,247 by 2031.
  • Households are expected to grow from 13,905 in 2021 to 21,568 by 2031.
  • Approximately 92% of households own their homes, while 8% rent, reflecting a limited rental market.
  • About 4% of households (515 households) are in core housing need.
  • Approximately 17% of households spend more than 30% of their income on housing costs.
  • No new affordable housing units were built between 2016 and 2021, while approximately 115 affordable housing units were lost during the same period.
  • The housing stock is dominated by single-detached homes, with limited options for rental, multi-unit, and senior-oriented housing.
  • Seniors, single-parent households, young adults, renters, and lower-income households experience the greatest housing challenges.
  • Infrastructure capacity including water, wastewater, transportation, and servicing continues to influence where and how housing can be developed.

Purpose and methodology

Rocky View County has created this Housing Needs Assessment report to meet federal grant requirements under the Canada Community-Building Fund (CCBF). The Housing Needs Assessment identifies current and future housing needs across Rocky View County and provides an evidence-based foundation for housing and infrastructure planning. The assessment will support future land use planning, infrastructure investment, and housing policy by identifying housing gaps and projected demand over the next 10 years.

The Housing Needs Assessment uses quantitative data from Statistics Canada, the Canada Mortgage and Housing Corporation (CMHC), the Housing Assessment Resource Tool (HART), the Alberta Regional Dashboard, and Rocky View County planning data. To better understand local housing needs, the report also incorporates qualitative information from County staff, previous housing and social needs studies, regional partners, and community-based research to reflect the unique needs of Rocky View County's rural communities.
