A formal application to amend the OMNI Area Structure Plan is expected to be submitted in early 2026.
Terms of Reference Update
On January 6, 2026, Council approved revisions to the project’s terms of reference. The amendments to the terms of reference can be categorized into the following themes:
- Project Schedule
- Removal of the Special Study Area Overlay
- Alignment with Municipal Development Plan

Background
The OMNI Area Structure Plan (ASP) was approved in 2017. The ASP is located adjacent to the City of Calgary’s northeast boundary along 84 Street, bounded by Country Hills Boulevard (SH 564) and McKnight Boulevard (TWP RD 250). The plan area extends over eight quarter sections with a total land area of 518 hectares (1,280 acres) and was first envisioned as a commercial / industry highway business centre.
In accordance with the Municipal Government Board Order MGB 068/18, a Special Study Area Overlay was created and assigned to all lands that lie outside of the initial Phase 1 of the project.
The purpose of the Special Study Area Overlay was to restrict development of the area until further planning could be undertaken. An amendment to the Area Structure Plan is required to remove the special study area overlay prior to any development proceeding.
On October 18, 2023, Genesis Land Development Corp., a landowner of approximately 425 acres of land presented to the Public Presentation Committee their new vision to develop a master plan community. The objective of the ASP review is to facilitate the removal of the special study overlay and alter the intended land use strategy for those lands.
On June 3, 2025 Council approved an amended terms of reference to begin a project of amending the OMNI ASP. The project team includes Genesis Land Development Corporation, Calgary Gateway Developments, and Zahmol Properties Ltd. working alongside Rocky View County. The project to amend the OMNI ASP is wholly funded by the development group.
