Phase 1 of the project has been progressing over the last several months, following the appointment of the Technical Review Committee. The TRC held their first meeting on September 4, 2025, to review the project, establish meetings and timelines, complete a landowner engagement strategy, and discuss direction for the technical studies. The committee has since met monthly at the Langdon Waterworks office, and the four technical studies have been initiated.
While the technical work continues, and in anticipation of completion of the Infrastructure and Recommendations Report, an amendment to the Terms of Reference to update project timelines will be presented to Council at a later date, prior to moving to Phase 2 of the project.
Langdon Waterworks has also worked with Rocky View County and the TRC on an engagement strategy. Over the past 6 months Langdon Waterworks has conducted dozens of 1-on-1 meetings with interested landowners within the project study area. Langdon Waterworks continues to engage with interested landowner to provide information and collect feedback that will help inform future engagement efforts in Phases 2-4. The next project milestone is the completion of the Infrastructure Report and the presentation of the TRC Recommendations Report to Council in Q1 2026. A project update will be provided once the meeting to Council is scheduled.
Project Overview
On May 20, 2025, Council approved a Terms of Reference for the Langdon Servicing – Technical Review Committee project. The scope of the project to determine the efficient expansion of servicing/infrastructure for the study area indicated in the map below:

The project is to be completed in four phases, as described in the Terms of Reference. As part of the first phase of this project, Langdon Waterworks commissioned four technical studies for the study area, which pertains to the following utility/servicing infrastructure: potable water, sanitary sewer, transportation, and storm water systems. Langdon Waterworks will be responsible for keeping the representatives up to date on progress or findings of the studies.
On July 8, 2025, Council appointed the Technical Review Committee (TRC), who is tasked with reviewing and making recommendations to support the expansion of future servicing infrastructure. An Infrastructure Report and Committee Recommendations Report to Council will be produced as part of the Phase 1 deliverables.
Council appointed the TRC members prior to the first meeting of the committee. The TRC will be dissolved once the Infrastructure Report and Committee Recommendations Report are presented to and accepted by Council. Following the conclusion of Phase 1, the reports will inform the subsequent phases of the project, including an amendment to the Langdon ASP, which will be led by the County.
The Technical Review Committee will be composed of the following organizations:
- Langdon Waterworks – 2 representatives
- Ducks Unlimited – 1 representative
- Western Irrigation District (WID) – 1 representative
- Rocky View County – 2 representatives
- General Public – 2 representatives
Background
The Langdon plan area is positioned along Centre Street and extends approximately one mile east and west from Centre Street, encompassing approximately 15 quarter sections for a total of 947 hectares (2,340 acres). Langdon offers a variety of amenities and services for its nearly 5,000 residents including schools, open space, local shops, businesses, and recreational uses.
The County adopted the first ASP for Langdon in April 1999 to respond to the growth pressures facing the community, which were also subsequently amended in 2009 and 2013. In 2014, the County prepared a new ASP to replace the Langdon ASP to consider boundary expansion and ensure compliance with the Municipal Development Plan (the County Plan). This ASP amendment was approved in 2016 and added approximately 950 acres of land to Langdon and established a future study area for lands that could be considered for future expansion.
On November 28, 2023, Council approved the Terms of Reference for a developer-led and developer-funded Langdon ASP amendment to include an additional four quarter sections into the hamlet boundary. Currently, this project is ongoing but is separate from the scope of this Langdon Servicing – Technical Review Committee project.

Related Information
The Langdon Servicing – Technical Review Committee project will align with other statutory plans, policies, and studies that have been adopted since the original Area Structure Plan was completed in 1999.
