Here is a summary of the decisions of Rocky View County Council at the June 23, 2026 Council Meeting. This is a general overview of decisions. General Business
Council voted to direct Administration to support Bragg Creek Trails Association’s advocacy efforts to secure provincial grant funding that allows the organization to support active recreation opportunities that benefit County residents.
Planning and Development
Division 2 – File: PL20250153 (04630003), Bylaw C-8752-2026, Redesignation Item: To assess redesignation of the subject lands from Agricultural, General District to Residential, Country Residential District to facilitate future subdivision of two ±0.93 hectare (±2.30 acre) lots. The land use amendment would also accommodate a realignment of an existing lot on Artists View Way as proposed within the boundary adjustment application conditionally approved under application PL20250060. Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan and the Springbank Area Structure Plan. Approved.
Division 1 – File: PL20260018 (03922004), Subdivision Item: to assess a proposed subdivision of the subject lands to create a ± 4.08 hectare (± 10.09 acre) parcel with a ± 61.48 hectare (± 151.91 acre) remainder. Considered under the Greater Bragg Creek Area Structure Plan. Approved with conditions.
Council voted to direct Administration to prepare amendments to Section 5(2) of the Subdivision Authority Bylaw C-8275-2022 to exclude landowner objections that do not refer to technical concerns, policy discrepancies, or other defined material planning considerations as a reason for referral of a subdivision application to Council. Council then directed Administration to return to Council with proposed amendments to the bylaw no later than the end of Q4 2026.
Council voted to approve the sequencing and initiation of three 2026 area structure plans local planning projects approved in 2025 as follows:
- The Conrich Neighourhood Plans;
- The Springbank Community Core Plan; and
- The Bearspaw Future Development Area Plan.
Council then directed Administration to prepare Terms of Reference for the Conrich Neighbourhood Plans project, to be presented to Council before the end of July 2026.
Division 2 – File: PRDP20262973 ( 04734003) Proposed Development Item: To request Council’s direction on the alignment of the proposed Costco Service Station with the overall intent of the Bingham Crossing Master Site Development Plan (MSDP) for Phase 1 and the overarching Bingham Crossing Conceptual Scheme (CS), Bylaw C-7184-2012. Also considered within Direct Control Bylaw C-7186-2012 (DC 148). Approved.
Council then approved a Motion Arising directing Administration to amend Direct Control Bylaw C-7186-2012 to change the Development Authority for all development permit applications from Administration to Council, and schedule a Public Hearing for the September 8, 2026 Council Meeting.
Division 5 – File: PRDP20262113 (06415013), Development Permit Item: To assess a development permit renewal application for a Care Facility (Group) operating within an existing single detached dwelling located on a ±15.92 hectare (±39.34 acre) parcel. Considered under the Balzac East Area Structure Plan. Approved with amended conditions.
Closed Session
Council moved into a closed session to consider the confidential item “Infrastructure Cost Recovery Agreement Extension” (RVC2026-37) under Sections 28, 29, 30, and 32 of the Access to Information Act (ATIA). Council moved back into the public session and approved a motion directing Administration to proceed with Mandate #1 as discussed and agreed upon by Council in the closed session.
Council moved into a closed session to consider the confidential item “Electricity Transmission and Distribution Infrastructure Constraints” (RVC2026-39) under Sections 29 and 30 of the Access to Information Act (ATIA). Council moved back into the public session and voted to direct Administration to proceed with Mandate #1 as discussed and agreed upon during the closed session.
Council moved into a closed session to consider the confidential item “Personnel Matter” (RVC2026-41) under Sections 20, 22, and 32 of the Access to Information Act (ATIA). Council moved back into the public session and voted to proceed with Mandate #1 as discussed and agreed upon during the closed session.
