On December 9, 2025, Council approved the Terms of Reference to initiate work on the Emerging Sector Strategy and accompanying budget adjustment for Phase One of the project. Phase One of the project will consist of Administration completing internal research, before going into the community to discuss the concerns, risks and barriers that are associated with developments within the Technology & Energy and Tourism sectors.
Administration will return to Council with an Engagement Summary Report and Options Report. The Options Report will provide Council with a variety of potential deliverables and focus on the project that Council can direct Administration to complete.

Background
On May 6, 2025, Council directed Administration to craft a Terms of Reference to initiate a land use plan for the Sunshine Road area to provide statutory policy guidance for planning and development decisions.
