Council Decisions: Special Council Meeting – Kineticor Data Centre Campus Area Structure Plan, September 9, 2025

Public Hearing
The purpose of the Special Council Meeting was to hold a Public Hearing to consider the following items:
- Kineticor Area Structure Plan (ASP), Bylaw C-8671-2025, to facilitate the development of a Data Centre Campus with accompanying stormwater management facilities.
- Bylaw C-8672-2025 for a redesignation from Agriculture – General, to primarily Special, Data Centre District Overlay B (SDAT-B), with portions to be redesignated to Special, Public Service (S-PUB), and Special, Parks and Recreation (S-PRK) districts to facilitate public utility and municipal reserve uses.
Council did not approve the proposed Kineticor Area Structure Plan for an AI Data Centre. This decision was primarily based on concerns about the proposed location and its potential impact on local agricultural producers. Without approval of the Area Structure Plan, development of the proposed data centre and technology park cannot proceed.
“Our community was well represented and spoke passionately about their lifestyle and commitment to agriculture. The proposed plan did not align with that vision or with the vision of future generations who want to continue farming,” said Reeve Crystal Kissel. “If Rocky View County is to move forward with AI data centres, we must find the right location. I want to thank the many residents who came forward and shared their views at today’s public hearing in such a respectful and thoughtful manner.”
Previous Information
The ASP project has been undertaken in accordance with the Terms of Reference approved by Council on May 20, 2025, as a developer-led project, with Kineticor Asset Management as the proponent. In preparing the ASP, the proponent undertook public engagement, including an open house event and community information sessions. Technical studies to inform the water, wastewater, stormwater, and transportation servicing strategies were procured by the proponent and reviewed by the County for acceptance. The Alberta Electric Systems Operator has dedicated an electricity allocation to a proposed data centre within Phase 1 of the Kineticor ASP.
The proposed Kineticor ASP defines a land use strategy for development of a Data Centre Campus on approximately 448 hectares (± 1,107 acres) of land in the County’s northeast quadrant. The plan area is anticipated to accommodate multiple data centre facilities with accompanying stormwater management facilities, and the potential for on-site natural gas power generation
After the public hearing notice was advertised, the proponent prepared amendments to the ASP and S-DAT-B overlay, intended to address concerns from the public. The amendments included an updated phasing plan and a requirement that a Master Site Development Plan be approved by Council prior to development of future phases within the plan.
