Council Decisions: Special Council Meeting December 11, 2024

Public Hearing

Divisions 1 and 2 – File: 1015-550, Bylaw C-8568-2024, Springbank Area Structure Plan (ASP): To consider proposed amendments to adopt the Springbank ASP to guide future land use, subdivision, and development proposals within the plan area, located between the Bow and Elbow River, west of the City of Calgary.

The proposed Springbank ASP was created in accordance with Council’s direction on May 28, 2024, to combine the existing Central Springbank, North Springbank, and Moddle ASPs into a single comprehensive document while keeping the direction of the existing land use strategies.

On October 2, 2024, Administration presented the draft Springbank ASP for Council’s consideration at a public hearing. The draft plan was created in accordance with Council’s previous direction to retain the existing land use, while aligning the Plan with the Municipal Government Act, the Calgary Metropolitan Region Growth Plan (RGP), the Rocky View County / City of Calgary Intermunicipal Development Plan (IDP), and the Municipal Development Plan (County Plan). Following the October Public Hearing, Council directed Administration to compile amendments, collaborate further with the City of Calgary, and bring the amended ASP back to a Public Hearing before the end of 2024.

Proposed amendments, with options, provided to Council for consideration fall broadly within eight categories:

  • Housekeeping & Clarification
  • Springbank Airport Interface Mapping Changes
  • Residential
  • Commercial Corridor
  • Servicing
  • Agriculture
  • Community Core
  • Removal of Provincial Lands

Additional motions were also prepared in response to some Councillor proposed amendments to either provide alternative options or to assist with implementation of the proposed amendment.

Council approved First and Second Reading, of Bylaw C-8568-2924 as amended, and then voted to circulate the Bylaw to the City of Calgary for further review, with a report back to Council before the end of Q1 2025.
