Planning and Development
Division 5 – File: PL20260023 (08436001), Bylaw C-8767-2026, Redesignation Item: To assess redesignation of the subject lands from Agricultural, General District to Residential, Rural District to facilitate the future subdivision of one ±1.62 hectare (±4.00 acre) lot (second farmstead out). Considered under the Municipal Development Plan. Approved.
Division 5 – File: PL20260083 (05330011), Bylaw C-8773-2026, Redesignation Item: To assess redesignation of the subject lands from Agricultural, General District to Residential, Rural District in order to accommodate future subdivision of one ± 1.6 hectare (± 4.0 acre) parcel and remainder (± 36.01 acres). Considered under the Municipal Development Plan. Refused. Council then approved waiving the six-month reapplication period in accordance with section 48 of the Land Use Bylaw and to fully refund the Master Rates Bylaw application fee for PL20260083.
Division 1 – Council voted to refuse the application to remove the Municipal Reserve designation from the subject parcel legally described as Lot 8 MR, Plan 8011512 within NE 20-24-3-W5M. Council also directed Administration to fully refund the applicable Master Rates Bylaw application fee and to work with the community representatives to enter into a license of occupation for the subject parcel.
Division 3 – Council voted to approve amendments to the Glendale Road Conceptual Scheme, Bylaw C-8765-2026, followed by approval of First and Second Reading of the amended bylaw. Council then approved motions for the Glendale Road Conceptual Scheme to be submitted to Administration with the amendments by the Applicant by October 16, 2026, and for the Application to return to Council for consideration of Third and Final Reading by November 10, 2026.
Division 2 – File:DC-148 (04734003/138/139/140/141/142) Bylaw C-8768-2026: To assess an amendment to Direct Control Bylaw C-7186-2012 (DC-148) to change the approving authority for development permits from the Development Authority (Administration) to Council. Council defeated First Reading of the bylaw.
Division 4 – Council voted to direct Administration to bring forward applications PL20250150 and PL20250151 to a public hearing once an agreement regarding the planning, construction, funding, maintenance, and cost-sharing responsibilities for Rocky Ridge Road improvements has been completed, or an alternative means of access to a County road has been proposed; and work with the applicant to withdraw the applications with a full refund of application fees.
Council then approved a motion arising directing Administration to continue to collaborate with affected landowners and the City of Calgary to explore opportunities for providing satisfactory road access on County or City of Calgary controlled roads from parcels adjacent to the municipal boundary within the Bearspaw Area Structure Plan, and to bring an update to Council by the end of Q1 2027.
Division 1 – Council voted to direct Administration to prepare and submit a letter to the City of Calgary requesting a regional wastewater servicing connection for Mackenas Estates to the City of Calgary wastewater system through the City's Regional Water, Wastewater and Stormwater Servicing Request process. Council then directed Administration to work with the City of Calgary to initiate the process to amend the current Calgary-Rocky View County Intermunicipal Development Plan to identify Mackenas Estates as a future service area, or to incorporate Mackenas Estates as a future service area through the updated Intermunicipal Development Plan, using whichever approach most efficiently supports the regional servicing request.
Division 3 – File: PL20250080 (05726031), Subdivision Item: To assess a proposed subdivision of the subject lands to create a ±1.60 hectare (±3.95 acre) parcel, a ±2.01 hectare (±4.97 acre) parcel and a ±1.80 hectare (±4.45 acre) parcel. Considered under the Glenbow Ranch Area Structure Plan. Approved.
Division 3 – File: PL20250188 (10112001), Subdivision Item: To assess a proposed subdivision of the subject lands to create one ±8.09 hectare (±20.00 acre) parcel (Lot 1), one ±20.23 hectare (±50.00 acre) parcel (Lot 2), and a ±36.83 hectare (±91.00 acre) remainder. Considered under the Rocky View County Intermunicipal Development Plan. Approved.
Closed Session
Council moved into a closed session to consider the confidential item “Federal Engagement Opportunity Update” (RVC2026-48) under Sections 26 and 29 of the Access to Information Act (ATIA). Council moved back into the public session and approved a motion direction Administration to proceed with the mandate as discussed and agreed upon by Council.
Council moved into a closed session to consider the confidential item “Chief Administrative Officer Update” (RVC2026-49) under Section 29 of the Access to Information Act (ATIA). Council moved back into the public session with no follow up action.
Council moved into a closed session to consider the confidential item “Councillor Legal Fee Reimbursement” (RVC2026-47) under Section 29 of the Access to Information Act (ATIA). Council returned from closed session with no follow up action due to loss of quorum.
Council moved into a closed session to consider the confidential item “Personnel Matter” (RVC2026-50) under Sections 20, 22, and 32 of the Access to Information Act (ATIA). Council moved back into the public session with no follow up action.
