Here is a summary of the decisions of Rocky View County Council at the September 22, 2026 Council Meeting. This is a general overview of decisions. General Business
Council received, for information, a report from Planning on the Emerging Sector Strategy – Technology & Energy project outlining associated best practice and information on data centre development prepared by the consultant, an update on the status of Phase 1 stakeholder engagement, and planned future engagement activities.
Council voted to approve amendments to the Planning Project Prioritization Policy C-322 to update the process by which Council directs the sequencing of planning projects, (primarily Area Structure Plans) to now include a prepared business case for each project brought forward for consideration outlining a clear project scope and likely outcomes from implementation of a new or amended policy document. The revised policy is intended to promote more flexibility in the timing of planning policy project selection by Council, and greater assessment of the merits of potential projects based on public input, growth management objectives, and fiscal considerations.
Council directed Administration to advance planning for the Conrich Outdoor Recreation Project, with multi-use outdoor courts identified as the preliminary preferred amenity, informed by the findings of the Conrich Recreation What We Heard Report. Council then voted to approve the cancellation of the Cambridge Park Parking Lot Project and approve the reallocation of the approximately $280,000 in remaining project funding to the Conrich Outdoor Recreation Project. Council also directed Administration to engage the Cambridge Park Homeowners’ Association, Phase 1 & 2, regarding the potential operational roles, responsibilities, and arrangements associated with the proposed multi-use outdoor courts.
Council voted to approve the submission of a grant application through the Forest Resource Improvement Association of Alberta (FRIAA) to facilitate the removal of combustible debris in west Rocky View County regions, support landowners in reducing wildfire risk on private properties, and engage residents on FireSmart principles.
Council voted to direct Administration to continue negotiations with the City of Chestermere for an automatic aid agreement serving Conrich, Prince of Peace, and Janet Industrial Business Area, and to evaluate and report back on the proposed eight firefighter staffing model and associated financial contribution as part of the negotiated agreement.

Division 5 – File: PL20260086 (07525005), Bylaw C-8775-2026, Redesignation Item: To assess redesignation of the subject lands from Agricultural, General District to Residential, Rural District and Agricultural, Small Parcel District to facilitate future subdivision of one ± 6.69 hectare (± 16.54 acre) parcel with a ± 8.1 hectare (± 20.0 acre) remainder. Considered under the Rocky View County/Airdrie Intermunicipal Development Plan. Approved.
Division 5 – File: PL20260067 (06529007), Bylaw C-8774-2026, Redesignation Item: To assess redesignation of the subject lands from Agricultural, General District to Agricultural, Small Parcel District to facilitate future subdivision of one ±23.21 hectare (±57.00 acre) Second Farmstead lot. Considered under the Municipal Development Plan. Refused.
Division 5 – File: PL20250135 (05331009), Bylaw C-8749-2026 - Redesignation Item: To assess redesignation of the subject lands from Agricultural, General District to Industrial, Light District to facilitate future development of outdoor vehicle storage for a trucking business. Considered under the Municipal Development Plan. Refused.
Council voted to approve Bylaw C-8778-2026 intended to amend the current Waste Collection Bylaw to achieve better alignment with the County’s current waste collection services as well as updating language, key terms, and appending schedules.
Council voted to approve Bylaw C-8707-2026 intended to update the current Emergency Management Bylaw to clarify the roles and responsibilities of Council, the Emergency Advisory Committee, Emergency Management Agency, Director of Emergency Management, and Deputy Directors of Emergency Management, as well as updating the County’s process for declaring, renewing, and terminating a state of local emergency.
Closed Session
Council moved into a closed session to consider the confidential item “Langdon Joint Use Site: Rocky View School Land Acquisition Request Update” (RVC2026-51) under Sections 26, 29, and 30 of the Access to Information Act (ATIA). Council moved back into the public session and voted to receive confidential closed session report RVC2026-51 for information.
Council moved into a closed session to consider the confidential item “Chief Administrative Officer Update” (RVC2026-52) under Sections 19, 26, 28, 29, and 30 of the Access to Information Act (ATIA). Council moved back into the public session and voted to receive confidential Closed Session report RVC2026-52A for information. Council also directed Administration to proceed with the mandate as discussed and agreed upon during the closed session for RVC2026-52B, as well as RVC2026-52C.
Council moved into a closed session to consider the confidential item “La Caisse Interest Payment Funding Source” (RVC2026-53) under Sections 29 and 32 of the Access to Information Act (ATIA). Council moved back into the public session and approved the adjustment of the funding for the County’s $1,756,300 interest payment to La Caisse from the Transportation Off-Site Levy to the Tax Stabilization Reserve.
Council moved into a closed session to consider the confidential item “Councillor Legal Fee Reimbursement” (RVC2026-47) under Section 29 of the Access to Information Act (ATIA). Council moved back into the public session and voted to adopt Mandate #1 as presented by Administration in the closed session.
