General Business
Council voted to deny the request for late tax payment penalty cancellation from the owner of Tax Roll 04209013 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
Council voted to deny the request for late tax payment penalty cancellation from the owner of Tax Roll 04630008 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
Council voted to deny the request for late tax payment penalty cancellation from the owner of Tax Roll 06404370 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
Council voted to deny the request for late tax payment penalty cancellation from the owner of Tax Roll 06409020 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
Council voted to deny the request for late tax payment penalty cancellation from the owner of Tax Roll 06513048 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
Council voted to deny the request for late tax payment penalty cancellation from the owner of Tax Roll 10013225 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
Council voted to approve amendments to Langdon Recreation and Culture Grant Policy C-328, including clarifying policy language, update of the program name from the Langdon Recreation Grant Program to the Langdon Recreation and Culture Grant Program, and aligning the policy with current County policy formatting and drafting standards.
Council voted to approve minor revisions and repeals of several of Rocky View County’s Council policies as follows:
- Repeal Circulation of Redesignation and Subdivision Applications to Farmer Members of Agricultural Service Board Policy C-503
- Repeal Roadside Memorials Policy C-457
- Approve amendments to Property Tax Levy Cancellation Council Policy C-703 including clarification that the County only accepts property tax cancellation requests for the current taxation year and minor amendments to the list of legal document references.
Council approved Bylaw C-8790-2026 intended to dissolve the Capital Committee and include its functions in the Governance Committee, as amended. Council then voted to approve amendments to the Governance Committee Terms of Reference and voted to rescind the Capital Committee Terms of Reference.

Division 4 – File: PL20260070 (06606051), Bylaw C-8770-2026, Redesignation Item: To assess redesignation of the subject lands from Residential, Rural District to Residential, Country Residential District to facilitate future subdivision of one ± 0.93 hectare (± 2.29 acre) new lot with a ± 0.81 hectare (± 2.00 acre) remainder. Considered under the Bearspaw Area Structure Plan. Approved.
Division 5 – File: PL20260055 (07624002), Bylaw C-8776-2026, Redesignation Item: To assess redesignation of the subject lands from Agricultural, General District to Residential, Rural District to facilitate future subdivision of one ±1.62 hectare (±4.00 acre) lot. Considered under the Municipal Development Plan. Refused.
Division 3 – File: PL20260088 (10013265), Bylaw C-8782-2026, Direct Control Amendment Item: To assess the proposed site-specific amendment to DC-123 to allow the existing manufactured dwelling to have a minimum north side yard setback of 0.76 metres (2.49 feet) instead of the current required 2.4 metres (7.87 feet) on the subject lands, This variance represents a setback reduction of 68.3%. Considered under the Municipal District of Bighorn/Rocky View County Intermunicipal Development Plan and the Cottage Club Ghost Lake Conceptual Scheme. Refused.
Division 6 – File: PL20240034 (03316017), Bylaw C-8779-2026, Redesignation Item: To assess redesignation of the subject lands from Business, Agricultural District to Industrial, Light District in order to facilitate a truck and trailer storage and maintenance business. Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan and the Prairie Gateway Area Structure Plan. Refused.
Division 6 – File: PL20240145 (03316013), Bylaw C-8780-2026, Redesignation Item: To assess redesignation of the subject lands from Agricultural, Small Parcel District to Industrial, Light District in order to facilitate a truck and trailer storage business. Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan and the Prairie Gateway Area Structure Plan. Refused.
Division 3 – File: PL20250177 (06705041), Subdivision Item: To assess a proposed subdivision of the subject lands to create two ±1.60 hectare (±3.95 acre) parcels with a ±2.46 hectare (±6.07 acre) remainder. Considered under the Glenbow Ranch Area Structure Plan (ASP). Council voted to refer the application to Administration to work with the Applicant to submit a Local Plan in accordance with the Glenbow Ranch ASP and Appendix B3.0 (Conceptual Schemes) of the Municipal Development Plan.
Council approved an interim approach to address any conceptual scheme or redesignation applications within the Cochrane North and Cochrane Lake Hamlet Plan Area Structure Plans as follows:
- Applications shall only be brought forward to Council where they have demonstrated that regional water and wastewater capacity has been secured for the proposed development, and that the development is aligned with the land use and density policies set out within the relevant approved area structure plan and conceptual scheme;
- Interim decentralized servicing strategies shall not be supported in the absence of an applicant being able to demonstrate that regional water and wastewater servicing capacity has been secured for multi-lot developments; and
- Applications proposed within the Residential Infill Policy Areas of the Cochrane North Area Structure Plan to facilitate the creation of new lots greater than ±3.95 acres in size and relying on private on-site water wells and sewage treatment shall continue to be presented to Council for consideration.
Closed Session
Council moved into a closed session to consider the confidential item “Chief Administrative Officer Update” (RVC2026-55) under Sections 26, 29, and 30 of the Access to Information Act (ATIA). Council moved back into the public session and approved a motion to receive confidential closed session report RVC2026-55 for information.
Council moved into a closed session to consider the confidential item “Personnel Matter” (RVC2026-56) under Sections 20, 22, and 28 of the Access to Information Act (ATIA). Council moved back into the public session with no follow up action.
