General Business
Council approved a motion to receive the 2025 Municipal Election: Post-Election Candidate Financial Disclosure Statements Report for information.
Council voted to approve Minor Revisions and General Repeals Bylaw C-8733-2026 intended to enact minor administrative or non-substantive revisions to existing bylaws and repeal outdated or obsolete bylaws for Council’s consideration.
Planning and Development
Division 1 – File: PL20250055/PL20250007 (03912016), Bylaw C-8725-2026 & Bylaw C-8718-2026, Local Plan and Redesignation Item: To consider a master site development plan and redesignation applications to facilitate residential development within the Bragg Creek Hamlet. PL20250055: To adopt the Bragg Creek Affordable Independent Seniors Villa Master Site Development Plan to provide policy framework to guide senior housing development within the Bragg Creek Hamlet, and to amend the Greater Bragg Creek Area Structure Plan to include the proposed master site development plan. PL20250007: To redesignate the subject land from Commercial, Local Urban District to Residential, Multi-Residential Urban District in order to facilitate the development of a senior housing project comprising 32 dwelling units. Considered under the Bragg Creek Area Structure Plan. Bylaw C-8725-2026 (Master Site Development Plan) was approved as amended. Bylaw C-8718-2026 (Redesignation) was approved.
Division 5 – File: PL20240061 & PL20240063 (06403007), Bylaw C-8730-2026 & Bylaw C-8731-2026, Local Plan & Direct Control Bylaw Amendment Item: To assess the proposed The Hub Conceptual Scheme and an amendment to Direct Control Bylaw C-6031-2005 (DC-99) to facilitate future subdivision and development of the subject lands. PL20240061: To adopt The Hub Conceptual Scheme to provide a policy framework to guide future subdivision and development within a portion of NW-03-26-29-W04M. PL20240063: To amend Direct Control Bylaw C-6031-2005 (DC-99) to update the boundaries of Cell B and Cell C to allow for Cell C uses on the subject site (a portion of NW-03-26-29-W04M) to facilitate future subdivision and development of the subject land. Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan and the Balzac East Area Structure Plan. Council referred both applications to Administration until Council has reviewed and approved the GB East Balzac Industrial Park Conceptual Scheme, to ensure the following is addressed:
- Access considerations
- Servicing, including stormwater considerations
- Lot Owner Association requirements
- Architectural Controls that align with the County’s Commercial, Office and Industrial Design Guidelines and adjacent conceptual scheme.
Division 4 – File: PL20240041 & PL20240042 (05632004), Bylaw C-8726-2026 & Bylaw C-8727-2026, Conceptual Scheme and Redesignation Item: To consider the proposed Kettlelands Conceptual Scheme and redesignation of the subject lands to facilitate future subdivision. PL20240041: To adopt the “Kettlelands Conceptual Scheme” to provide a policy framework to guide future subdivision of Block 15, Plan 8911077 within SW-32-25-02-W05M. PL20240042: To redesignate Block 15, Plan 8911077 within SW-32-25-02-W05M from Residential, Rural District (R-RUR) to Residential, Country District (R-CRD) to facilitate future subdivision. Considered under the Bearspaw Area Structure Plan. Approved as amended.
Council then approved a Motion Arising directing Administration to review and prepare amendments to Council Policy C-325 (Service Delivery Policy for Redesignation and Subdivision Applications) to address the following:
- Determine criteria for and a set limit on the number of application revisions permitted once an application has been submitted, prior to the application being presented to Council.
- Guidance around timelines for both Administration and Applicants respecting application deficiency notices and addressing deficiencies.
- Requirements to adhere to County conceptual scheme templates and standard policies.
- Master Rates Bylaw amendments establishing:
- Administrative fee structure related to the preparation of amendments required to achieve satisfactory policy guidance for instances where the limit of submissions has been reached and deficiencies still exist.
- Refund rates more closely reflecting current workflows.
These proposed amendments are to be presented to Council no later than the end of Q3 2026.
Division 6 and 7 – Council voted to approve the revised Terms of Reference for the Langdon Servicing Technical Review Committee required to account for delays in the committee completing and reviewing the technical studies associated with the project.
Division 1 – Council voted to approve a third and final time extension agreement request for Development Permit application PRDP20224566 to February 7, 2027, for a Mixed-Use Building, referred to as the Laskin, which includes a drinking establishment, hotel, liquor sales, restaurant and specialty food and beverage facility.
Closed Session
Council moved into a closed session to consider the confidential item “Chief Administrative Officer Update” (RVC2026-17) under Sections 29 of the Access to Information Act (ATIA). Council moved back into the public session and directed Administration to proceed with Mandate #1 as outlined in confidential report RVC2026-17, and if a formal application for the purchase of the subject lands accompanied by a signed License of Occupation is not received by April 30, 2026, then Administration is further directed to proceed with Mandate #2 remediation and report to Council on campground feasibility by Q4 2026.
