Here is a summary of the decisions of Rocky View County Council at the March 10, 2026 Council Meeting. This is a general overview of decisions. General Business
Council voted to approve the Business Licensing Terms of Reference which sets out a phased approach to addressing business licensing topics including fees, exemptions, non-resident businesses, compliance approaches, timelines, and data collection, in support of the future adoption of a business licensing bylaw.
Council voted to uphold the $25 non-resident waste disposal fee at all Rocky View County Waste & Recycling Centres as outlined in the 2026 Master Rates Bylaw C-8701-2026.
Council voted to direct Administration to prepare amendments to the Procedure Bylaw for Council’s consideration by the end of April 2026 including:
- That the presentation time limit for Applicants be increased from 10 minutes to 20 minutes, inclusive of any and all presentations by the Applicant, landowner, and supporting professionals, with only one time extension request permitted at the discretion of the Chair for a maximum of five additional minutes;
- That the rebuttal speaking time for Applicants be increased from five minutes to 10 minutes, inclusive of any and all rebuttals by the Applicant, landowner, and supporting professionals, with only one extension request permitted at the discretion of the Chair for a maximum of five additional minutes; and
- That the public speaking in support of, in opposition, or with concerns at a public hearing be permitted only one time extension request for a maximum of two additional minutes at the discretion of the Chair.
Planning and Development
Division 6 – File: PL20250148 / PL20250131 (05306001), Bylaw C-8714-2026 and Bylaw C-8715-2026, Local Plan and Redesignation Item: To assess the policy amendments and redesignation application located within the Conrich Area Structure Plan and the Bridge Industrial Park Conceptual Scheme. PL20250148: To amend the Bridge Industrial Park Conceptual Scheme, to remove the restriction on redesignation from the remaining land (Lots 1 to 5), increase the total number of industrial lots from 14 to 22, renumber the lot numbers, and update the relevant figures and policies. PL20250131: To redesignate the remaining ± 9.36 ha (± 23.13 ac) of land within the Bridge Industrial Park Conceptual Scheme from Agricultural, General District to Industrial, Light District, to facilitate industrial development; and to adjust the Special, Public Service District area to correct a discrepancy in the previously approved Schedule A. Considered under the Conrich Area Structure Plan and the Bridge Industrial Park Conceptual Scheme. Approved as amended.
Council then approved a motion referring Application PL20250131 to Administration until a time that the Conrich Area Structure Plan Northwest Neighborhood Plan has been considered for adoption by Council to ensure the appropriate transition of development forms and interfaces between future hamlet residential and industrial uses.
Division 6 – File: PL20250098 (03225010), Bylaw C-8723-2026, Redesignation Item: To assess redesignation of the subject lands from Residential, Rural District to Residential, Rural District and Residential, Country Residential District to facilitate future subdivision of one ±1.55 hectare (±3.83 acre) lot. Considered under the Rocky View County/Wheatland County Intermunicipal Development Plan. Approved as amended
Division 3 – File: PL2020112/PL20200113, Bylaw C-8728-2026 and Bylaw C-8729-2026, Road Closure Item: To consider revisions to Bylaw C-8096-2020 (PL20200112) and Bylaw C-8097-2020 (PL20200113) to update the legal descriptions within Sections 3 (Effect) of each respective Bylaw to match acceptable format for registration with Alberta Land Titles Office. Approved.
Division 2 – File: PL20250072 (0463003), Subdivision Item: To assess a proposed subdivision of the subject lands to create a ±34.03 hectare (±84.09 acre) parcel with a ±155.68 hectare (±384.69 acre) remainder, and consolidate a previously closed road allowance with said remainder. Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan and the Springbank Area Structure Plan. Approved with conditions.
Division 5 – File: PL20250093 (06422007), Subdivision Item: To assess a proposed subdivision of the subject lands to create two ±0.88 hectare (±2.17 acre) lots with a ±0.88 hectare (±2.17 acre) remainder. Considered under the Balzac East Area Structure Plan and the Butte Hills Conceptual Scheme. Approved.
Closed Session
Council moved into a closed session to consider the confidential item “Chief Administrative Officer Update” (RVC2026-14) under Sections 29 of the Access to Information Act (ATIA). Council moved back into the public session and approved a motion directing Administration to proceed with the mandate as discussed and agreed upon by Council during the closed session.
Council moved into a closed session to consider the confidential item “CAO Performance Evaluation” (RVC2026-16) under Sections 20 and 22 of the Access to Information Act (ATIA). Council moved back into the public session with no follow-up action.
