Planning and Development
Division 2 – File: PL20260033 (04835001), Bylaw C-8754-2026, Redesignation Item: To assess redesignation of the subject lands from Agricultural, Small Parcel District and Agricultural, General District to Residential, Rural District and Agricultural, General District to facilitate future subdivision of one ±4.05 hectare (±10 acre) lot, which will be the Second Farmstead Out. Considered under the Municipal Development Plan. Approved.
Division 2 – File: PL20250082 (04835010), Bylaw C-8760-2026, Redesignation Item: To assess redesignation of the subject lands from Agricultural, General District to Residential, Rural District to facilitate future subdivision of one ±2.02 hectare (±5.00 acre) lot (Second Farmstead Out). Considered under the Municipal Development Plan. Approved.
Division 4 – File: PL20260019 (06606029), Bylaw C-8757-2026, Redesignation Item: To assess redesignation of the subject lands from Residential, Rural District to Residential, Country Residential District to facilitate future subdivision of one ±0.8 hectare (±2.0 acre) lot. Considered under the Bearspaw Area Structure Plan. Approved.
Administration presented General Business Items: Sunshine Road Area Redevelopment Plan Project; South Glenmore Area Redevelopment Plan Project, both in Division 6. Council moved into closed session to consider confidential matters related to each project under Sections 28, 29, and 30 of the Access to Information Act (ATIA).
Council moved back into the public session, reviewed, and discussed resulting options.
For the Sunshine Road Area Redevelopment Plan Project, Council passed a motion directing Administration to amend their presented recommendations, specifically to replace Motion 5, directing Administration to continue investigating the creation of a Local Improvement Plan to:
- Complete the necessary upgrades to Sunshine Road and the segment of TWP Road 252 between Range Road 285 and Sunshine Road, if deemed necessary by the commissioned Traffic Impact Analysis.
- Ensure a consistent approach to site screening, landscaping, and access.
Administration is to return to Council with an update no later than Q4 2026.
For the South Glenmore Area Redevelopment Plan Project, Council approved several motions regarding amendments to Administration’s presented recommendations:
- Additions to Motion 3:
- AND THAT the proposed new land use overlay shall be prepared in accordance with the following principles:
- Vehicle and other forms of outside storage are supported alongside light industrial uses, subject to restrictions on the scale and intensity of uses.
- Heavy vehicle trips to the specified parcels are allowed subject to appropriate road upgrade requirements and ongoing mitigation measures being applied.
- The property owner or tenant must live on the property as their primary residence.
- Access to all parcels shall be from Range Road 282. Emphasis shall be given to setting performance measures for the subject parcels, particularly with respect to visual, traffic, and noise impacts.
- AND THAT the proposed new land use overlay shall be prepared in accordance with the following principles:

- THAT Council direct Administration to continue investigating the creation of a Local Improvement Plan to:
- Complete the necessary upgrades to the segment of Range Road 282 south of Hwy 560, if deemed necessary by the commissioned Traffic Impact Analysis.

THAT Council direct Administration to initiate the process of refunding all applicable fees for applications submitted in the South Glenmore area that are currently under administrative review.
- Motion 7:
THAT Council direct Administration to explore matters of non-compliance with Rocky View County bylaws within the South Glenmore area.
Council voted to approve the terms of reference for the Conrich Neighbourhood Plan outlining the objectives, deliverables, and schedule for the project in support of creating a land use strategy that incorporates all the necessary uses and amenities that make up a complete community, including provision for institutional and public uses, parks and pathways, and other public amenities.
Closed Session
Council moved into a closed session to consider the confidential item “Chief Administrative Officer Update” (RVC2026-40) under Section 29 of the Access to Information Act (ATIA). Council moved back into the public session and approved a motion directing Administration to proceed with Mandate #1 as discussed and agreed upon by Council during the closed session.
