Council Decisions: February 24, 2026

Here is a summary of the decisions of Rocky View County Council at the February 24, 2026 Council Meeting. This is a general overview of decisions. General Business

Council voted to approve the Fire Policy Framework Terms of Reference which outlines the strategic and policy architecture to embed system-level recommendations to strengthen fire protection planning, deployment, construction fire safety, incident command practices, and post-incident community support. Council then approved an associated budget adjustment of $125,000 to fund a consultant review of technical best practices.

Council voted to approve the 2026 Tax Sale Conditions for County properties with three years’ worth of outstanding tax arrears. The tax sale will take place on October 2, 2026, with terms to include the acceptance of cash or certified cheque, a 10% deposit at the time of sale, and payment of the remaining 90% balance within 30 days of receipt of deposit by Rocky View County, plus GST.

Council voted to deny the request for late tax payment penalty cancellation from the owner of Tax Roll 04210020 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.

Council voted to deny the request for late tax payment penalty cancellation from the owner of Tax Roll 06410002 and 06410058 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.

Council voted to deny the request for late tax payment penalty cancellation from the owner of Tax Roll 06714040 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.

Council voted to approve an increase to the 2026 operating budget allocation for Policy A-459 Stormwater Drainage Projects from $400,000 to $680,000, to be funded through general taxation. Council then directed Administration to proceed with the planning, engineering, and construction of nine 2026 stormwater drainage priority projects.

Council voted to approve Operating Short-term Borrowing Bylaw C-8712-2026 to endorse a $5M operating line of credit with ATB Financial for the primary purpose of providing readily available cash flow for paying invoices in the event of unforeseen scenarios, ensuring that the County remains financially resilient and flexible, while mitigating financial risk.

Council voted to approve a motion first read into the record on February 24, 2026 directing Administration to prepare amendments to the Procedure Bylaw for Council’s consideration by the end of April 2026 including:

  1. That the presentation time limit for Applicants be increased from 10 minutes to 20 minutes, inclusive of any and all presentations by the Applicant, landowner, and supporting technical experts, with only one time extension request permitted at the discretion of the Chair for a maximum of five additional minutes;
  2. That the rebuttal speaking time for Applicants be increased from five minutes to 10 minutes, inclusive of any and all rebuttals by the Applicant, landowner, and supporting technical experts, with only one extension request permitted at the discretion of the Chair for a maximum of five additional minutes; and
  3. That the public speaking in support of, in opposition, or with concerns at a public hearing be permitted only one time extension request for a maximum of two additional minutes at the discretion of the Chair.

This item will be debated at the March 10, 2026 Council Meeting.

Planning and Development

Division 1 – File: PL20250155 (03908002), Bylaw C-8719-2026, Redesignation Item: To assess redesignation of the subject lands from Agricultural, Small Parcel District to Residential, Rural District, and Residential, Rural District to facilitate the creation of a 1.61 hectare (3.98 acre) lot. Considered under the Greater Bragg Creek Area Structure Plan. Approved.

Division 3 – File: PL20250160 (06827125), Bylaw C-8721-2026, Direct Control Amendment Item: To assess a site-specific amendment to Direct Control Bylaw C-4499-1995 (DC-36) to allow the existing accessory building to have a minimum side yard setback of 2.3 m (7.55 ft) instead of the required 2.4 m (7.87 ft) from the northeast property line, on the subject lands. The proposed site-specific amendment represents a 4.1% reduction in the side yard setback requirement for the existing accessory building. Considered under the Cochrane Lake Hamlet Plan Area Structure Plan, Cochrane Lake Conceptual Scheme, and Direct Control Bylaw C-4499-1995. Approved as amended.

Division 5 – File: PL20240221 (06612007), Bylaw C-8720-2026, Redesignation Item: To assess redesignation of the subject lands from Rural, Residential District to Residential, Country Residential District to facilitate future subdivision of nine parcels between ± 0.80 hectare (± 1.98 acres) and ± 0.87 hectares (± 2.16 acres).Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan. Refused.

Division 5 – File: PL20250057 (06416015), Bylaw C-8717-2026, Redesignation Item: To assess redesignation of the subject lands from Residential, Rural District to Residential, Country Residential District to facilitate future subdivision of one new lot and a remainder, both ±0.81 hectares (±2.00 acres) in size. Considered under the Balzac East Area Structure Plan. Approved.

Division 6 – File: PL20250048/03224004, Subdivision Item: To assess a proposed subdivision of the subject lands to create a ± 8.09 hectare (±20.00 acre) parcel (Lot 1) with a ± 22.31 hectare (±55.12 acre) remainder (Lot 2). Considered under the Rocky View County/Wheatland County Intermunicipal Development Plan. Approved with conditions.

Closed Session

Council moved into a closed session to consider the confidential item “CAO Performance Evaluation” (RVC2026-15) under Sections 20 and 22 of the Access to Information Act (ATIA). Council moved back into the public session with no follow up action.
