Here is a summary of the decisions of Rocky View County Council at the November 25, 2025 Council Meeting. This is a general overview of decisions. General Business
Council voted to approve a budget adjustment for $200,000 to incorporate an awarded Forest Resource Improvement Association of Alberta Grant into the County’s 2025 operating budget to support the implementation of a 2025 Vegetation Management Project in the Bragg Creek area.
Council voted to deny the request for property tax levy cancellation from the owner of Tax Roll 04612028 in accordance with Property Tax Levy Cancellation Policy C-703.
Council voted to approve a motion first read into the record on November 25, 2025, directing Administration to prepare amendments to the Procedure Bylaw to mandate that all votes taken at Council meetings be recorded votes under section 185 of the Municipal Government Act, with a report for Council’s consideration no later than January 31, 2026. The motion also directs Administration to explore electronic voting options, with a report for Council’s consideration by the end of Q1 2026. This item will be debated at the December 9, 2025 Council Meeting.
Council voted to approve a motion first read into the record on November 25, 2025, directing Administration to bring forward the Business Licensing Feasibility Study and any additional relevant information to the Governance Committee no later than January 31, 2026, to allow the committee to revisit the idea of implementing a business license program in Rocky View County. This item will be debated at the December 9, 2025 Council Meeting.
Planning and Development
Division 7 – File: PL20240048 (03223002/59), Bylaw C-8681-2025, Road Closure: To assess the proposed closure of the undeveloped portion of road plan adjacent to 2nd Avenue SE in the hamlet of Langdon, totaling ±1.23 hectares (±3.04 acres), for the purpose of consolidation with the subject lands. The closure facilitates the future subdivision of Langdon Meadows in alignment with the proposed parcel configuration in the approved Langdon Meadows Conceptual Scheme and Direct Control Bylaw DC-151. Considered under Road Allowance Closure and Disposal Policy C-443. Council approved First Reading and then voted for the Bylaw to be forwarded to the Minister of Transportation and Economic Corridors for approval. When received, a Plan of Survey and an Appraisal of the road closure area shat be provided to the Applicant to the County, prior to consideration of Second and Third Reading of Bylaw C-8681-2025.
Division 6 – File: PL20240023/0192 (03331005), Bylaw C-8561-2024, Local Plan and Redesignation Item: To assess the proposed Podmoroff Family Corp. Master Site Development Plan and redesignation of the subject lands from Agricultural, General District to Industrial, Light District to facilitate an automotive repair business. Considered under the Janet Area Structure Plan and the Rocky View County/City of Calgary Intermunicipal Development Plan. Approved.
Council voted to defer the Transportation Off-Site Levy requirement for Development Permit PRDP20254617 to the next Development Permit or Subdivision approval affecting the lands to allow for the continuation of a daycare, kindergarten, and afterschool business (Springbank Cottage Child Care Ltd.) in Springbank.
Division 1 – File: PL20250097 (04702086), Bylaw C-8702-2025, Plan Cancellation: To assess a proposed cancellation of a consolidation plan for the subject lands, which would return the lands to two (2) ±0.803 hectare (±1.98 acre) parcels. A plan of survey showing consolidation of the subject land was registered on February 6, 2025. The owner has since determined they would like to return the parcel to its previous configuration due to a change in their development intentions. Considered under the Municipal Development Plan. Approved.
Division 5 – File: PL20230122 (06416013), Subdivision Item: To assess the subdivision of the subject land to create 10 business lots, 5 Municipal Reserve Lots, 2 Environment Reserve Lots, and 2 Public Utility Lots with an internal subdivision road. Considered under the Balzac East Area Structure Plan, the 566 Crossing Business Park Conceptual Scheme, and Direct Control Bylaw C-6692-2008. The application was referred to Administration to work with the Applicant on completing amendments addressing the following:
- Potential for truck traffic on Township Road 263
- Reconfigure tentative plan to limit access to Township Road 263 to an emergency access standard with access to be limited to the south through the adjacent lands and connection to Points North Trail
- Provide background on amendments to the Long-range Transportation Plan since the adoption of the 566 Crossing Business Park Conceptual Scheme
Council then approved a Motion Arising that directed Administration to explore mechanisms to control heavy vehicle traffic on County Roads by the end of Q2 2026.
