Here is a summary of the decisions of Rocky View County Council at the January 6, 2026 Council Meeting. This is a general overview of decisions. General Business
Council received, for information, a report from Planning on the Aggregate Resource Plan – Phase 4 project. Council then directed Administration to prepare a report evaluating implementation of the Aggregate Resource Plan framework, together with any recommended amendments or additions, to be presented to Council no later than January 31, 2027.
Council voted to approve amendments to the OMNI Area Structure Plan Review Terms of Reference (TOR) intended to update the progress of project deliverables and other sections within the TOR, as well as general clerical amendments.
Council approved amendments to the Procedure Bylaw C-8706-2026 to implement automatic recorded votes at Council meetings. All votes at Council meetings will now be recorded votes by default, rather than at the request of an individual councillor. This procedure will begin with the February 10, 2026 Council Meeting, allowing Council and Legislative Services to test the recorded vote process during the January 27, 2026 meeting.
Planning and Development
Division 5 – File: PL20250052 (08435005), Bylaw C-8704-2026, Redesignation Item: To assess redesignation (second farmstead out) of ±4.05 hectares (±10.00 acres) of the subject lands from Agricultural General District to Residential, Rural District to facilitate future subdivision of one lot. Considered under the Municipal Development Plan. Approved.
Division 4 – File: PL20250054 (08731001), Bylaw C-8703-2026, Redesignation Item: To assess redesignation of a portion of the subject land from Business, Recreation District to Residential, Rural District, to facilitate the future subdivision of nine new residential lots. Considered under the Municipal Development Plan. Refused.
Division 3 – File: PL20240140 (05726009), Subdivision Item: To assess a proposed subdivision of the subject lands to create three new parcels and a remainder, each ±1.503 hectares (±3.71 acres) in size. Considered under the Glenbow Ranch Area Structure Plan. Refused.
Closed Session
Council moved into a Closed Session to consider the confidential item “IAFF Contract Negotiation and Ratification” (RVC2026-01) under Sections 29, 30, and 32 of the Access to Information Act (ATIA). Council moved back into the public session and voted to approve and ratify the 2026 Collective Agreement between Rocky View County and the International Association of Fire Fighters Local 4794.
Council moved into a Closed Session to consider the confidential item “Swift Creek Estates - Fire Hydrant Compliance” (RVC2026-04) under Sections 26, 29, and 32 of the Access to Information Act (ATIA). Council moved back into the public session and approved a motion directing Administration to proceed with the mandate discussed during the Closed Session.
Council moved into a Closed Session to consider the confidential item “Burnco Rock Products – Water Act Approval” (RVC2026-05) under Sections 26 and 29 of the Access to Information Act (ATIA). Council moved back into the public session and voted to receive the Burnco Rock Products – Water Act Approval Appeal report for information. Council then directed Administration to submit a request to participate in the Environmental Appeals Board proceedings regarding the appeal on Water Act approval DAUT0014236, before the deadline of January 9, 2026, to ensure that environmental risks to the County are sufficiently identified and addressed in accordance with the Water Act.
Council moved into a Closed Session to consider the confidential item “Chief Administrative Officer Update” (RVC2026-03) under Section 29 of the Access to Information Act (ATIA). Council moved back into the public session with no follow-up action.
