Council Decisions: February 10, 2026

Here is a summary of the decisions of Rocky View County Council at the February 10, 2026 Council Meeting. This is a general overview of decisions. General Business

Council voted to approve the Langdon Municipal Policing Committee Terms of Reference which outlines the Committee’s mandate, structure, and responsibilities to align with provincial legislation and reflect the Committee’s public interest function. Council then approved Bylaw C-8722-2026 intended to amend Boards and Committees Bylaw C-7840-2018 to establish the Langdon Municipal Policing Committee as a standing committee of Council. The Committee will consist of the Councillor who represents the hamlet of Langdon, along with up to four members at large.

Council voted to approve the implementation plan for electronic voting at Council and Council Committee meetings throughout April 2026, as well as the use of the County’s existing agenda management software, eScribe, to implement the electronic voting system.

Council voted to direct Administration to submit an expression of interest through the FRIAA Community Fireguard Program for a potential large-scale community fireguard on public lands west of the Hamlet of Bragg Creek that would provide enhanced public safety and improved protection of at-risk communities.

Planning and Development

Division 5 – File: PL20250110 (06421027), Bylaw C-8708-2026, Redesignation Item: To assess redesignation of the subject lands from Residential, Rural District to Residential, Country Residential District to facilitate future subdivision of one ±0.88 hectare (±2.17 acre) lot. Considered under the City of Airdrie/Rocky View County Intermunicipal Development Plan and the Balzac East Area Structure Plan. Approved.

Division 5 – File: PL20240226 (05335033), Bylaw C-8709-2026, Redesignation Item: To assess redesignation of the subject lands from Agricultural, Small Parcel District to Residential, Rural District to facilitate future subdivision creating two ±3.40 hectare (± 8.39 acre) parcels. Considered under the Municipal Development Plan. Council referred the application to Administration to work with the Applicant on the preparation of a limited scope conceptual scheme addressing several items including road connectivity, minimizing adverse impacts on existing agricultural operations, and other technical requirements as per the Municipal Development Plan.

Division 4 – File: PL20250112, Subdivision Item: To assess a proposed subdivision of the subject lands to create a ±20.23 hectare (±50.00 acre) parcel (Lot 1) with a ±22.65 hectare (±55.96 acre) remainder (Lot 2). Considered under the Municipal Development Plan. Refused.

Closed Session

Council moved into a closed session to consider the confidential item “Request from the City of Airdrie” (RVC2026-10) under Sections 26, 29, and 30 of the Access to Information Act (ATIA). Council moved back into the public session and approved a motion directing Administration to:

  • Advise the City of Airdrie that the County is prepared to enter into negotiations for a potential Recreation Capital Cost-Sharing Agreement for the Southwest Recreation Centre.
  • Return to Council at a future meeting to seek direction on a detailed negotiating mandate prior to commencing substantive negotiations with the City.

Council moved into a closed session to consider the confidential item “Alberta Utilities Commission Submission: Statement of Intent to Participate” (RVC2026-11) under Sections 26 and 29 of the Access to Information Act (ATIA). Council moved back into the public session and voted to direct Administration to submit a Statement of Intent to Participate to the Alberta Utilities Commission in response to the Notice of Application for the Beacon AI Hub natural gas-fired power plant. The Statement will clearly outline the following:

  1. Rocky View County requests that the AUC consider all concerns raised by nearby residents.
  2. Should resident concerns be addressed to the County’s satisfaction, the County will withdraw its Statement.
  3. Should the power plant be approved, Rocky View County is open to collaborating with the AUC and the Applicant to establish appropriate conditions.

Council moved into a closed session to consider the confidential item “Chief Administrative Officer Update” (RVC2026-09) under Section 29 of the Access to Information Act (ATIA). Council moved back into the public session and approved a motion directing Administration to proceed with the mandate discussed and agreed upon during the closed session.
