General Business
Council voted to direct Administration to proceed with the 2025/2026 Alberta Community Partnership grant application for intermunicipal collaboration funding to support the completion of an Intermunicipal Collaboration Framework and Intermunicipal Development Plan with The City of Calgary.
Council voted to support the City of Chestermere’s 2025/2026 Alberta Community Partnership grant application for intermunicipal collaboration funding to support the completion of an Intermunicipal Collaboration Framework and Intermunicipal Development Plan.
Council voted to support the Town of Cochrane’s 2025/2026 Alberta Community Partnership grant application for intermunicipal collaboration funding to support the completion of an Intermunicipal Collaboration Framework and Intermunicipal Development Plan.
Council voted to support Wheatland County’s 2025/2026 Alberta Community Partnership grant application for intermunicipal collaboration funding to support the completion of a regional servicing study.
Council voted to approve the Memorandum of Agreement for a Regional Table that would enable former Calgary Metropolitan Region Board (CMRB) municipalities to continue voluntary discussions on mutual interests and challenges, receive updates on ongoing regional initiatives, and collaborate on advocacy to senior orders of government.
Planning and Development
Division 5 – File: PL20250037 (07323005), Bylaw C-8698-2025, Redesignation Item: To assess redesignation of the subject lands from Agricultural, General District to Agricultural, Small Parcel District (p8.1) and Residential, Rural District (p2.9) to accommodate future subdivision of one ±2.9 hectare (±7.19 acre) lot. Considered under the Municipal Development Plan. Approved.
Division 5 – File: PL20250009 (06309005), Bylaw C-8619-2025, Redesignation Item: To assess redesignation of the 4.23 hectare (10.45 acre) subject lands from Agricultural, General District to Commercial, Local Rural District to facilitate the continued operation of an existing landscaping business. The application was submitted in response to enforcement action. Considered under the Municipal Development Plan. Refused.
Division 3 – File: PL20220144 (06822028/49/50/51/52), Bylaw C-8693-2025, Local Plan Item: To assess the proposed “Gateway at Cochrane Lake: Partial Neighbourhood Plan for Neighbourhood A” Conceptual Scheme for the subject lands to guide future redesignation, subdivision, and development proposals. Considered under the Cochrane Lake Hamlet Plan Area Structure Plan and the Rocky View County/Town of Cochrane Intermunicipal Development Plan. Refused.
Council then approved a Motion Arising, directing Administration to bring a report to Governance Committee by the end of Q2, 2026, on the inconsistencies and ambiguities within the Cochrane Lake Hamlet Plan Area Structure Plan and the Cochrane North Area Structure Plan specific to density and phasing. The report is to include possible paths forward for how to address these items in both Area Structure Plans.
Council received, for information, the Bearspaw Area Structure Plan Subdivision and Access report from Planning outlining the outcomes of a April 23, 2025 meeting with landowners along 85 Street NW within the Bearspaw Area Structure Plan and their concerns regarding the ability to subdivide their parcels adjacent to The City of Calgary municipal boundary.
Closed Session
Council moved into a closed session to consider the confidential item “Chief Administrative Officer Update” (RVC2025-49) under Section 29 of the Access to Information Act (ATIA). Council moved back into the public session with no follow-up action.
