Council Decisions: September 2, 2025

Here is a summary of the decisions of Rocky View County Council at the September 2, 2025 Council Meeting. This is a general overview of decisions. General Business

Council voted to approve the revised timeline for the use of the Municipal Reserve Lands at Lot 17 Block 1 Plan 2392EI for purposes related to the Madden Fire Station on a temporary basis through to Q3 of 2027. Council also approved a 2025 budget adjustment of $62,300 to support interim health and safety measures at the Madden Fire Station.

Council voted to direct Administration to prepare a bylaw to amend the Subdivision Authority Bylaw C-8275-2022 to remove Section 5(2), thereby no longer requiring subdivision applications with an objection from a neighbour or other identified agency to be referred to Council for a decision, and return to Council at the September 16, 2025 Council Meeting. Council then directed Administration to undertake a comprehensive review of the Subdivision Authority Bylaw C-8275-2022, and to return to Council with the review findings and recommendations no later than the end of Q2 2026.

Planning and Development

Division 5 – File: PL20240206/06410064, Bylaw C-8600-2025, Direct Control Item: To assess the site-specific amendments to Direct Control District 99 of the subject lands to add Dealership/Rental Agency, Automotive and Outdoor Storage, Truck Trailer uses to an existing truck sales and repair facility. Considered under the Balzac East Area Structure Plan and the Balzac Commercial Campus Conceptual Scheme. Approved.

Division 2 – File: PL20250028/05708101, Bylaw C-8663-2025, Direct Control Item: To assess a site-specific amendment to the Direct Control Bylaw C-6688-2008 for the subject lands to reduce the minimum side yard setback requirement from 2.14 metres (7.00 feet) to 0.70 metres (2.30 feet) to allow the existing deck to remain. The requested variance of 1.44 metres (4.72 feet) represents a reduction of approximately 67% to the minimum side yard setback required from the eastern property line. The subject deck was constructed in April of 2024 as shown on the approved plot plan for the building permit for the subject dwelling. Considered under the Harmony Conceptual Scheme. Approved.

Division 2 – File: PL20250022/05708105, Bylaw C-8670-2025, Direct Control Item: To assess a site-specific amendment to the Direct Control Bylaw C-6688-2008 for the subject lands to reduce the minimum side yard setback requirement from 1.52 metres (5.00 feet) to 0.25 metres (0.82 feet) to allow the existing deck to remain. The requested variance of 1.27 metres (4.16 feet) represents a reduction of approximately 84% to the minimum side yard setback required from the eastern property line. The subject deck was constructed as shown on the approved plot plan for the building permit for the subject dwelling. Considered under the Harmony Conceptual Scheme. Approved.

Council voted to postpone consideration of Municipal Development Plan Bylaw C-8653-2025 (MDP), along with amendments, to the September 16, 2025 Council Meeting. The MDP is intended to provide a 20-year vision for growth and development across the County, outlining a set of goals, objectives, performance indicators, and action items to implement and achieve that vision.

Division 6 – File: PL20250032/05327004, Subdivision Item: To assess a proposed subdivision of the subject lands to create a ±7.93 hectare (±19.60 acre) parcel (Lot 1) with a ±56.82 hectare (±140.40 acre) remainder (Lot 2). Considered under the County Plan. Council voted to refer the application to Administration to work with the Applicant to provide a revised subdivision boundary mitigating physical constraints, adverse impacts on agricultural operations, and impacts on the riparian and wetland areas, and return to Council by the end of Q1 2026.

Closed Session

Council moved into a closed session to consider the confidential item “Chief Administrative Officer Update” under Section 29 of the Access to Information Act (ATIA). Council moved back into the public session with no follow up action.
