Rocky View County Approves Shepard Logistics Centre Conceptual Scheme – Advancing Prairie Economic Gateway Initiative

Rocky View County Council has approved the Shepard Logistics Centre Conceptual Scheme, a key planning milestone that sets the stage for future industrial and rail-served development within the Prairie Economic Gateway initiative.
The approved Conceptual Scheme provides the policy framework to guide the future development of approximately 521 hectares (1,287 acres) of land located in the Prairie Gateway Area Structure Plan. This plan facilitates the transformation of these lands from agricultural use to a regional logistics and business hub, anchored by direct rail access to the Canadian Pacific Kansas City (CPKC) mainline.
This step builds on a series of major intermunicipal achievements, including the February 2025 approval of the Prairie Economic Gateway Agreement between Rocky View County and the City of Calgary. That agreement formalized a first-of-its-kind collaboration in Alberta to coordinate infrastructure, streamline land use, and jointly attract investment across municipal boundaries.
“Approving the Shepard Logistics Centre Conceptual Scheme turns this plan into action,” said Rocky View County Reeve Crystal Kissel. “It shows how working together can create economic opportunities and lasting regional benefits.”
The Shepard Logistics Centre is anticipated to accommodate extensive industrial development and is projected to create thousands of jobs, enhance regional supply chains, and contribute significantly to Alberta’s export-driven economy. Targeted users include distribution, advanced manufacturing, food processing, cold storage, and transload operations.
“Prairie Economic Gateway creates a modern, resilient alternative to traditional supply chain and logistics networks in our nation,” said Calgary Mayor Jyoti Gondek. “This rail-integrated inland port will deliver a real economic boost to our region while strengthening Alberta’s role in national and international trade. I’m pleased to see the Shepard Logistics Centre Conceptual Scheme approved, allowing us to keep building momentum with this nation-shaping initiative.”
The Conceptual Scheme aligns with the Rocky View County–City of Calgary Intermunicipal Development Plan, the Prairie Gateway Area Structure Plan, and the County’s Municipal Development Plan. It supports the implementation of shared servicing, a direct control land-use designation, and future infrastructure planning to support large-format industrial activity.
As work continues, Rocky View County will continue collaboration with the City of Calgary, Shepard Development Corporation, and senior government partners to move toward detailed engineering, infrastructure build-out, and private sector investment attraction.
