Council Decisions: April 22, 2025

Here is a summary of the decisions of Rocky View County Council at the April 22, 2025 Council Meeting. This is a general overview of decisions only. Details of the agenda items can be found in the meeting’s agenda and details on the specifics of the decisions can be found in the minutes of this meeting, both on the Meetings & Hearings page. General Business

Council voted to approve the 2024 audited financial statements and directed Administration to submit them to the Province of Alberta by the deadline of May 1, 2025, as required by section 278 of the Municipal Government Act.

Council voted to direct Administration to work with data centre project proponents from Wild Rose Power Hub on drafting a developer-led, wholly developer-funded area structure plan terms of reference. Administration is also directed to work with data centre project proponents on the co-creation of a new standard land use district to be incorporated within the County’s Land Use Bylaw, in addition to proceeding with an expedited planning process for data centre project proponents that would allow for concurrent consideration of Area Structure Plans and land use redesignation.

Council further voted for Administration to draft a Terms of Reference and related resource requirements, to be presented to Council by the end of Q4 2025, for the creation of an emerging sector strategy that would:

  • Identify a technical study area and potential future area structure plan boundary in the first phase of the project.
  • Identify a planning framework to proactively guide data centres and other emergent development sectors toward appropriate areas within the County.
  • Support the development of an efficient planning approval process that aligns with provincial approvals, while also promoting meaningful public engagement.

Council voted to direct Administration to proceed with the project management of the Indus Rink Expansion, commencing with civil engineering review, final engineering design and architectural design utilizing an estimated $1M of the $12M approved budget within the 2025 Capital Plan and report back to Council with confirmed scope and cost estimates for the Indus Rink Expansion and recommendations regarding existing and future facility ownership and operations in Q4 2025.

Council voted to approve Master Rates Amending Bylaw C-8629-2025 to correct a typographical rate change to the sewer and water rates, as there are no approved rate changes to the sewer and water rates from 2024 to 2025 with the exception of the Bragg Creek drum screen rate recovery, and to amend the Master Rates Bylaw for Langdon Curbside Collection due to Alberta's Extended Producer Responsibility program decreasing Langdon’s blue cart curbside rate from $10.69/month to $3.96/month.

Council voted to approve Tax Rate Bylaw C-8621-2025 authorizing Rocky View County to tax properties to fund and balance the approved operating budget. This proposed bylaw represents a 0% tax rate increase.

Council voted to approve the Langdon Recreation Special Tax Rate Bylaw C-8622-2025 authorizing a special tax for recreation services in the hamlet of Langdon to fund non-profit organizations that provide recreation programs, amenities, or events exclusive to Langdon.

Planning and Development

Division 5 – File: PL20240207 (09501009), Bylaw C-8617-2025, Direct Control Amendment Item: To assess amendments to Direct Control Bylaw C-6732-2009 (DC-132) to support the future development of a ‘Communications Ground Station’ on a portion of the subject lands. The proposal supports the installation of an array of ground-mounted satellite communications structures used to provide internet connectivity to the broader public. The proposed use is co-located within an existing Recreational Vehicle Storage facility. Considered under the Rocky View County/Town of Crossfield Intermunicipal Development Plan. Approved.

Division 6 – File: PL20240159 (03321013), Bylaw C-8583-2024, Redesignation Item: To assess a site-specific amendment to Direct Control Bylaw C-7043-2011 (DC 146) for the subject lands to change the base district of a portion of the Direct Control District to facilitate the future development of outdoor storage, office, and driving school uses. Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan. Approved.

Division 6 – File: PL20240087 (03332019), Bylaw C-8607-2025, Redesignation Item: To assess the redesignation of the subject land, from Rural, Residential District to Industrial, Light District, in order to facilitate the operation of a trucking business. Considered under the Janet Area Structure Plan and the Carmek Business Park Conceptual Scheme. Approved.

Division 5 – File: PL20190202/PL20190203 (05318003/05318004), Bylaw C-8624-2025 and Bylaw C-8625-2025, Local Plan and Redesignatio Item: To assess the proposed OMNI Conceptual Scheme and redesignation of the subject lands from Agricultural General District to Commercial, Regional District, Business, Regional Campus District, Commercial, Mixed Urban District, Special, Natural Open Space District, Special, Parks and Recreation District, and Special, Public Service District to facilitate future subdivision and business development. PL20190203: To approve the OMNI Conceptual Scheme, which provides a non-statutory policy framework to guide and evaluate the proposed business development in the area. PL20190202: To redesignate the subject parcel from Agricultural General District to Commercial, Regional District, Business, Regional Campus District, Commercial, Mixed Urban District, Special, Natural Open Space District, Special, Parks and Recreation District, and Special, Public Service District to facilitate the OMNI development. Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan, and the OMNI Area Structure Plan. Approved as amended.

Division 3 – File: PL20240172 (06826038), Subdivision Item: To assess a proposed subdivision of the subject lands to create a ± 0.73 hectare (± 1.80 acre) parcel with a ± 0.88 hectare (± 2.18 acre) remainder. Considered under the Town of Cochrane/Rocky View County Intermunicipal Development Plan, and the Cochrane North Area Structure Plan. Approved as amended.

Division 7 – File: PL20240055 (03223005), Subdivision Item: To assess a proposed subdivision of the subject lands to create 168 bare land condominium units ranging from ± 54 square metres to ± 81 square metres to accommodate eleven multi-unit buildings for mini-storage use, which has been approved through the Land and Property Rights Tribunal’s Decision No. LPRT2024/MG0382. Considered under the Langdon Area Structure Plan. Council voted to refer the application back to Administration to work with the Applicant on an alternative condominium plan, which aligns with the requirements of the Land Use Bylaw.

Division 6 – File: PL20240198 (04329001): Council voted to direct the Applicant to prepare the following for the entirety of the Highway 1 Conceptual Scheme area of the Conrich Area Structure Plan (ASP):

  • Community engagement with other landowners within the Conceptual Scheme area before resubmission of the Conceptual Scheme.
    • Applicant to provide a copy of their engagement materials to Administration
    • Applicant to provide a ‘What we Heard’ report for all submissions to Administration
    • Applicant to provide an updated Conceptual Scheme that reflects input received from their community engagement.

The above items are all to be completed prior to the application being considered complete and proceeding through the planning process.

Council received, for information, a report from the Planning department regarding the ‘What We Heard Report: Aggregate Resource Plan’ providing a summary of the engagement feedback received on draft Aggregate Resource Plan documents between February and March 2025 including aggregate development performance standards, an aggregate site monitoring bylaw, and land use bylaw and municipal development plan amendments. Council voted to have Administration bring the report to the CAO Workshop schedule for May 22, 2025.

Closed Session

Council moved into a closed session to consider the confidential item “Chestermere Regional Recreation Centre Update” under Sections 21, 24, and 25 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session, and directed Administration to undertake a mandate as outlined in Closed Session Report RVC2025-17.

Council moved into a closed session to consider the confidential item “Strategic Initiatives Update” under Section 24 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session, with no follow-up action.
