Council Decisions: July 18, 2023

Here is a summary of the decisions of Rocky View County Council at the July 18, 2023 Council Meeting. This is a general overview of decisions only. General Business

• Council voted to approve the 2023 Rocky View County Strategy, reflecting a reviewed and revised version of the current 15–20-year Strategic Plan, to produce a strategy that better reflects Council’s vision for the County. Administration will now align and integrate this new strategy language with our existing objectives to ensure the strategy is fully implemented.
• Council then approved a Motion Arising, directing Administration to develop additional strategy statements that recognise the value and input of agriculture in all four themes of the County Strategy, no later than September 30, 2023.
• Council voted to approve a one-time, mid-year budget adjustment of $804,400 funded from the Tax Stabilization Reserve to fund temporary and permanent staff to fill gaps in skill and organizational capabilities, a customer service framework to achieve effective service delivery, and an asset management plan to ensure the County’s financial prosperity. These initiatives will ensure there is alignment between the strategic aspirations of the County and the resources necessary to support the County Strategy.
• Council voted to approve the reserve bids for the 2023 tax recovery sale, scheduled for 2:00 p.m. on Friday, October 6, 2023, encompassing properties with taxes that are three years in arrears that remain unpaid as of this date.
• Council voted to approve a budget adjustment to receive $2 million in initial funding from the Province of Alberta towards the engineering of the interchange upgrade at Highway 1 and Range Road 33.
• Council voted to approve the Letter of Intent and Terms of Reference to commence the Prairie Economic Gateway initiative between the County and the City of Calgary. This action has paused the Annexation Negotiation Committee until the initiative is completed. Council also voted to appoint Reeve Kissel, Deputy Reeve Samra, and Councillor Schule to the Prairie Economic Gateway Elected Steering Committee, and approved the associated budget adjustment of $785,000 to fund the initiative.
• Council voted to approve a total budget adjustment of $36,000 to receive an increase in the Province’s 80% portion of grant funding for the Family and Community Support Service (FCSS) Program of $28,800, and the County's remaining 20% contribution of $7,200. The FCSS Board will formally allocate the additional funding at their October 2023 meeting.
• Council voted to approve Family and Community Support Services (FCSS) Board Bylaw C-8436-2023 intended to update the current FCSS Board Bylaw to modernize language, address redundancies, and reorganize sections as part of their regular bylaw review process.

Planning and Development

• Division 5 – File: PL20220223 and PL20220224 (06411004), Bylaw C-8403-2023 and Bylaw C-8404-2023, Conceptual Scheme Amendment and Redesignation Items: PL20220224 (Bylaw C-8404-2023) – To amend the existing Rosemont Conceptual Scheme in order to support future industrial development. PL20220223 (Bylaw C-8403-2023) – To redesignate the subject land from Industrial, Light District, Industrial, Light District p1.62, Industrial, Heavy District, and Special, Public Service District to Industrial, Heavy District, Special, Parks and Recreation District, and Special, Public Service District (S-PUB), in order to facilitate future industrial development. Considered under the Balzac East Area Structure Plan. Approved.
• Division 5 – File: PL20220193 and PL20220195 (06403003/08/09/15), Bylaw C-8416-2023 and Bylaw C-8417-2023, Conceptual Scheme and Redesignation Items: PL20220193 (Bylaw C-8416-2023) – To adopt the Endeavor Logistics Park Conceptual Scheme that provides a policy framework to guide future redesignation, subdivision, and development within portions of NE & NW 03-26-29- W4M. PL20220195 (Bylaw C-8417-2023) – To amend the DC-99 Direct Control district (Bylaw C-6031-2005) as follows: To amend the required landscaping area from 15% to 10% in the Conceptual Scheme area; To increase the maximum site coverage from 40% to 55% in the Conceptual Scheme area; To amend Schedule B to include the Conceptual Scheme area within the Cell C policy area of the DC-99 District. Considered under the Balzac East Area Structure Plan. Approved.
• Council then approved a Motion Arising, directing Administration to review and prepare amendments to Direct Control Bylaw C-6031-2005 (DC-99), to allow for a maximum of 55% site coverage for all parcels within Cell D, and allow for a reduction in landscaping under section 3.8.0 to reduce the requirement from 15% to 10%. The amendments are to be presented for Council consideration no later than December 12, 2023.
• Division 5 – File: PL20230079 (07426001/2/3/4), Bylaw C-8421-2023, Redesignation Item: To redesignate Section 26, Township 27, Range 29, West of the 4th Meridian from Agricultural, General District to Direct Control to allow for a commercial-scale solar farm and related infrastructure. Considered under the City of Airdrie/M.D. of Rocky View Intermunicipal Development Plan. Approved.

Closed Session

• Council moved into a closed session to consider the confidential item “Intermunicipal Update” under Sections 21 and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session with no follow up action.
• Council moved into a closed session to consider the confidential item “CAO Performance Review Process” under Section 19 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session with no follow up action.
• Council moved into a closed session to consider the confidential item “Janet Area Structure Plan” under Sections 21 and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session and directed Administration to present amendments in general alignment with Attachment ‘A’ of Report E-3 RVC2023-28 to Council for consideration no later than September 19, 2023.
