General Business
Council voted to approve the Agriculture Master Plan, which provides strategic guidance for agricultural policy, land use planning, economic development, and environmental stewardship in Rocky View County, reflecting current challenges and opportunities in the sector, and setting a 10-year roadmap (2026 - 2036) for action. Council voted to approve the reserve bids for the 2025 tax recovery sale, scheduled for 2 p.m. on Friday, October 3, 2025, encompassing properties with taxes that are three years in arrears and remain unpaid at that date.
Council voted to approve Procurement Policy C-203 and Assessment and Tax Policy C-710, and rescind Assessment Base Diversification Policy C-197 and Municipal Tax Ratio Policy C-223 as recommended by the Governance Committee on June 10, 2025.
Council voted to direct Administration to proceed with the sale of an 8.0 acre closed road allowance that runs adjacent to the west boundary NW and SW-27-27-28-W4M to the applicant with conditions.
Council voted to approve the summary of terms of the final agreement for the Stoney Trail and Airport Trail Interchange and associated budget adjustment to support the future growth and development of the OMNI Area Structure Plan, and authorized Administration to execute the Final Agreement.
Council voted to approve an amendment to section 1.3.2 of the Joint Use of Facilities Agreement confirming that Rocky View Schools will manage school facility bookings for eligible groups until the future recreation facility in Langdon becomes operational.
Council voted to approve the Wild Rose Power Hub Area Structure Plan Terms of Reference and associated budget adjustment, for the Wild Rose Power Hub Area Structure Plan project.
Council voted to appoint Alan Boucher, Peter Loats, Madison Martens, Jeff Gibeau, Peter Sontrop, Jan Sotocinal, Ryan McKenzie, and Carla Unger to be members of the Langdon Technical Review Committee in support of Phase 1 of the Langdon Area Structure Plan review project.
Council voted to direct Administration to prepare a report with information, analysis, and options regarding potential amendments to Subdivision Authority Bylaw C-8275-2022 that would consider removing Council as the subdivision authority except in instances when applications are referred to Council by Administration, by the end of Q3 2025.

Division 5 – File: PL20250003 (06209005), Bylaw C-8652-2025, Redesignation Item: To assess redesignation of a portion of the subject lands from Agricultural General District to Agricultural, Small Parcel District (p. 16.0) to facilitate future subdivision of one new lot. Considered under the County Plan. Approved.
Division 5 – File: PL20230091 (05330007), Bylaw C-8628-2025, Redesignation Item: To assess redesignation of the subject lands from Agricultural General District to Direct Control District to accommodate an existing trucking and logistics business. Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan. Approved as amended.
Division 5 – File: PL20230109/PL20230110 (06401001), Bylaw C-8513-2024 & Bylaw C-8514-2024, Local Plan & Redesignation Item: To assess the Conceptual Scheme amendment and Redesignation applications to facilitate industrial development on the subject land within the Balzac East Area Structure Plan. PL20230109: To amend the High Plains Industrial Park Conceptual Scheme to include the Stage 7 Outline Plan as an appendix, providing a framework to guide future development within SE-01-26-29-W04M. PL20230110: To redesignate the subject land from Special, Natural Resources District to Industrial, Heavy District, Special, Public Service District, Special, Natural Open Space District, and Special, Parks and Recreation District, in order to facilitate the creation of 3 large industrial lots, 1 Public Utility Lot, 1 Environment Reserve Lot, and 1 Municipal Reserve Lot. Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan. Approved.
Division 2 – File: PL20220041 (04725006), Subdivision Item: To assess a proposed subdivision of the subject lands to create eight ± 0.737 hectare (± 1.82 acre) parcels with a ± 0.737 hectare (± 1.82 acre) remainder, ± 0.615 hectares (± 1.52 acres) of internal road, and ± 0.322 hectares (± 0.80 acres) of Municipal Reserve. Considered under the Springbank Area Structure Plan, and the Partridge View Conceptual Scheme. Approved with conditions.
Division 7 – File: PL20240100 (03215004 & 03215005), Subdivision Item: to assess the proposed Bridges of Langdon Phase 3B subdivision, to create 81 residential lots on ± 4.474 hectares (± 11.055 acres) of land within the Bridges of Langdon community. Considered under the Langdon Area Structure Plan, and the Bridges of Langdon Conceptual Scheme. Approved with conditions.
Division 5 – File: PL20240109 (06507028), Subdivision Item: To assess a proposed subdivision of Lot 2, Block 1, Plan 9310353 within SW-07-26-01-W05M to create a ± 0.81 hectare (± 2.00 acre) parcel with a ± 0.81 hectare (± 2.00 acre) remainder. Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan. Approved with conditions.
Division 5 – Council voted to refuse application PL20210103 until such time as the applicant is ready to proceed with a conceptual scheme and redesignation of the lands and has resubmitted the required applications.
Council voted to approve Bylaw C-8640-2025 intended to amend the Land Use Bylaw to provide increased clarity and certainty in relation to the associated rules and regulations for the Vacation Rental use.
Closed Session
Council moved into a closed session to consider the confidential item “Chief Administrative Officer Update” under Section 29 of the Access to Information Act (ATIA). Council moved back into the public session with no follow-up action.
