Office Agents and Scrutineers

Candidate, Official Agent, and Scrutineer Forum

Rocky View County will be hosting forums for candidates, official agents, and scrutineers on the following dates and times:

  • September 23, 2025, 6 to 7 p.m. (virtual only – Microsoft Teams)
  • September 25, 2025, 6 to 7 p.m. (virtual only – Microsoft Teams)

Rocky View County will reach out to candidates and official agents with details on the forums. If you have any questions or would like to attend the forums, please contact the Returning Officer by email at elections@rockyview.ca.

Official Agents

Candidates may appoint an official agent to assist the candidate with their duties under the Local Authorities Election Act. Official agents must be eligible to vote in the election in which they are acting as an official agent, and their duties depend on what is assigned to them by their candidate.

There are certain things that an official agent can and cannot do under the Local Authorities Election Act. Official agents may:

  • Observe the conduct of an election at a voting station or the counting centre
  • Act as a candidate’s scrutineer
  • Object to the counting of a ballot in accordance with the Local Authorities Election Act
  • Attend institutional votes, if they are conducted
  • Request a recount in accordance with the Local Authorities Election Act
  • Attend recounts, if they are conducted

Only the candidate, their official agent, or their scrutineer may be present in a voting station or at the counting centre at the same time. Candidates cannot have both an official agent and a scrutineer in attendance at the same place at the same time.

Candidates and official agents are responsible for being familiar with and complying with the requirements of the Local Authorities Election Act. In order to be present within a voting station, official agents must complete and produce a Form 16 – Statement of Scrutineer or Official Agent (PDF download) to the Presiding Deputy Returning Officer at a voting station.

Candidates may appoint an official agent through their nomination paperwork. If candidates wish to appoint, change, or remove an official agent appointment after filing their nomination paperwork, they must notify the Returning Officer in writing through one of the following methods:

Scrutineers

Candidates may appoint scrutineers to observe the conduct of an election under the Local Authorities Election Act and Rocky View County’s Election Bylaw. Scrutineers serve an important purpose in elections by helping to uphold the integrity and fairness of Municipal Elections.

There are certain things that a scrutineer can and cannot do under the Local Authorities Election Act and Rocky View County’s Election Bylaw. Scrutineers may:

  • Observe the conduct of an election at a voting station or the counting centre
  • Object to the counting of a ballot in accordance with the Local Authorities Election Act
  • Attend institutional votes, if they are conducted
  • Attend recounts, if they are conducted

Counting Centre

As required by the Local Authorities Election Act, Rocky View County must designate one location as the counting centre, which is where special ballots and ballots from the advance vote are counted. Rocky View County’s counting centre for the 2025 Municipal Election will be:

Objections to Voters

In previous Municipal Elections, candidates, official agents, and scrutineers were able to object to the eligibility of voters who they believed were not eligible to vote in an election. This ability has been removed from the Local Authorities Election Act ahead of the 2025 Municipal Election. Rocky View County will not record objections to voter eligibility made by candidates, official agents, and scrutineers in the 2025 Municipal Election.

Photography and Recording Information within Voting Stations

In previous Municipal Elections, candidates, official agents, and scrutineers were able to photograph and transcribe voter information within voting stations. This ability has been removed from the Local Authorities Election Act and Rocky View County’s Election Bylaw. In keeping with the Election Bylaw, candidates, official agents, and scrutineers must not:

  • Take photographs within a voting station or the counting centre, including photographs of the permanent electors register, individual elector registers, or the special ballot elector register.
  • Make copies of, transcribe, or interfere with election materials in a voting station or the counting centre, including the permanent electors register, individual elector registers, and the special ballot elector register.
  • Make or take phone calls in a voting station or the counting centre while they are within a voting station or the counting centre, including for the exchange of information between a scrutineer and a candidate or official agent.
