Council Decisions: November 28, 2023

Here is a summary of the decisions of Rocky View County Council at the November 28, 2023 Council Meeting. This is a general overview of decisions only. General Business

  • Council voted to approve the Langdon Area Structure Plan Expansion Terms of Reference, with amendments, to guide future development within an expansion area of approximately 480 acres located west of Valeview Road and approximately 160 acres located south of Township Road 232 and west of Centre Street in Langdon. Council also approved a budget adjustment of $45,000 to fund additional County resources and expenses incurred from the project.
  • Council voted to direct Administration to sign the Memorandum of Understanding & Interim Agreement between the County and Genesis Land Development Corp. for the Stoney Trail and Airport Trail Interchange Project, and the Memorandum of Agreement between the County and Transportation and Economic Corridors for the Stoney Trail and Airport Trail Interchange Project. Council also approved a budget adjustment of $30,785,000 to support the Stoney Trail and Airport Trail Interchange Project.
  • Council voted to endorse the Nose Creek Watershed Partnership’s intermunicipal decision-support system and modelling tool for managing land and water resources known as the Nose Creek Model Project. Council also voted to designate the Town of Crossfield as managing partner for the Alberta Community Partnership – Intermunicipal Collaboration grant application on behalf of the Nose Creek Watershed Partnership.
  • Council voted to approve the Economic Development Strategy 2023-2027 intended to provide a strategic vision and roadmap for attracting new investment and supporting existing businesses while ensuring long-term sustainable growth within the County, in addition to acting as a framework for the County to create economic opportunities in specific geographic areas defined as Agricultural and Economic Zones.
  • Council voted to deny the request for late tax payment penalty cancellation from the owner of Tax Roll 04329227 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council voted to deny the request for late tax payment penalty cancellation from the owner of Tax Roll 05704026 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council voted to deny the request for late tax payment penalty cancellation from the owner of Tax Roll 05716040 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.

Planning and Development

  • Division 5 – File: PL20230071 and PL20230072 (06411001), Bylaw C-8445-2023 and Bylaw C-8446-2023 - Local Plan and Redesignation Items: To assess two related planning applications that facilitate the proposed Sierra Winds Business Park development on a portion of the Rosemont Conceptual Scheme Cell B: PL20230071 – To amend the Rosemont Conceptual Scheme and adopt “Rosemont Cell B Conceptual Scheme Amendment” as an Appendix of the Rosemont Conceptual Scheme, to facilitate a large-format warehouse development (Sierra Winds Business Park). PL20230072 – To redesignate Lot 1, Block 1, Plan 1910413 within SE-11-26-29-W04M from Agricultural, Small Parcel District (p12.1) to Industrial, Heavy District and Special, Public Service District, to facilitate subdivision of two industrial lots and two Public Utility Lots. Considered under the Balzac East Area Structure Plan, and Rosemont Conceptual Scheme. Approved.
  • Division 5 – File: PL20230048 and PL20230049 (06410089), Bylaw C-8461-2023, Local Plan and Direct Control Amendment Items: To assess two related planning applications to facilitate a future industrial outdoor storage use (including trailer parking): PL20230048 – To amend the Wagon Wheel Industrial Park Conceptual Scheme to update Figure 6: Land Use and Transportation Concept to adjust the boundaries of Cell A and Cell C within NE-10-26-29-W04M. PL20230049 – To amend Direct Control Bylaw C-6031-2005 (DC-99) to update Schedule B to adjust the boundaries of Cell A and Cell C within NE-10-26-29-W04M. Considered under the Balzac East Area Structure Plan, and Wagon Wheel Industrial Park Conceptual Scheme. Approved.
  • Division 5 – File: PL20200134 (06521007), Bylaw C-8450-2023, Redesignation Item: To assess the redesignation of Lot 1, Plan 9311323 within SW-21-26-01-W05M from Agricultural, General District to Residential, Rural Residential District to facilitate future subdivision of one ± 1.61 hectare (± 4.00 acre) lot with a ± 2.43 hectare (± 6.00 acre) remainder. Considered under the City of Calgary/Rocky View County Intermunicipal Development Plan. Refused.
  • Division 5 – File: PL20230057 (06421028), Bylaw C-8449-2023, Redesignation Item: to assess the redesignation of Lot 3, Block 12, Plan 9211573 within SE-21-26-29-W04M from Residential, Rural District to Residential, Country Residential District to facilitate future subdivision of one ± 0.93 hectare (± 2.30 acre) lot with a ± 0.96 hectare (± 2.37 acre) remainder. Considered under the City of Calgary/Rocky View County Intermunicipal Development Plan, and Balzac East Area Structure Plan. Approved.
  • Division 1 – File: PRDP20234133 (04811003), Development Permit Item: To assess a development permit application for the construction of a new Principal Building and Structures (Kitchen and Dining Building) for Hope Mission’s Camp Hope within the NW Section 11, Township 24, Range 4, West of the 5th Meridian. The proposed building is 657.00 sq. m (7,071.88 sq. ft.) in building footprint, with a maximum seating capacity of 120 seats. In accordance with Direct Control District 21 Bylaw C-4706-96 (DC 21), Council is the regulated Development Authority for this type of Development Permit application. Considered under the County Plan. Approved with conditions.
  • Division 4 – File: PL20210152 (06632003), Bylaw C-8285-2022, Road Closure Item: To assess closing a 90-metre (295.2 feet) portion totaling ± 0.28 hectares (± 0.70 acres) portion of undeveloped road plan, for the purpose of consolidation with the SE-32-26-02-W05M. Approved with amendments. Council approved the sale of a 90-metre (295.2 feet) portion totaling ± 0.28 hectares (± 0.70 acres) of land be transferred to Lane Roberts and Margaret Roberts, subject to a sales agreement being signed at the appraised value of $3,858.00, and the terms of the sales agreement being completed within one year.
  • Division 3 – File: PL20220177 (07920001), Subdivision Item: To assess subdivision of the NW-20-27-05-W05M into two ± 32.37 hectare (± 80 acre) lots. Considered under the County Plan. Council voted to refer this back to Administration to review alternative access possibilities and bring back options for the Subdivision Authority’s consideration by end of Quarter 1 2024.

Closed Session

  • Council moved into a closed session to consider the confidential item “Chief Administrative Officer Recruitment Process” under Sections 24 and 25 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session and voted to direct the Reeve to enter into an agreement with Janet Soles and Associates for the recruitment of a permanent Chief Administrative Officer.
  • Council moved into a closed session to consider the confidential item “Chief Administrative Officer Contract Extension” under Sections 17, 24 and 25 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session with no follow-up action.
