Rocky View County considers the introduction of an off-site soft services levy bylaw

Rocky View County is considering the introduction of an off-site soft services levy bylaw to support future infrastructure needs, such as recreational facilities and fire stations.   

An off-site soft services levy is a fee charged by a municipality to developers to help fund the future costs of “soft services” the community will need.  

The off-site soft services levy won’t be charged to existing homeowners or developments. Residents would only be impacted if they decide to subdivide and develop their land.

Developers who work in Rocky View County and interested members of the public are invited to an Open House to learn about the off-site soft services levy framework options and share feedback with the project team.

Quick Facts 

  • The off-site soft services levy won’t be charged to existing homeowners or developments. Residents will only be impacted if they decide to subdivide and develop their land. 
  • The facilities considered in the bylaw include recreation facilities and fire stations currently listed in the Recreation and Parks Master Plan and the Fire Services Master Plan. 
  • Off-site levies are governed by the Alberta Municipal Government Act. Each municipality set its own structure by creating and enforcing an off-site soft services levy bylaw.
