Council Decisions: July 4, 2023

Here is a summary of the decisions of Rocky View County Council at the July 4, 2023 Council Meeting. This is a general overview of decisions only. Details of the agenda items can be found in the meeting’s agenda and details on the specifics of the decisions can be found in the minutes of this meeting, both on the Meetings & Hearings page. General Business

  • Council voted to approve Bylaw C-8434-2023 intended to designate Lot 112, Block 2, Plan 1013145 as municipal reserve pursuant to the transfer of the lands by Amar Developments Ltd.
  • Council voted to approve Borrowing Bylaw C-8432-2023 and C-8433-2023 to increase the maximum interest rate to 8% from 5% for the Prince of Peace Harbor, Manor, and School portions of construction on the Conrich water pipeline extension, and the Prince of Peace Village water infrastructure phase 2 project respectively.
  • Council approved First Reading of Council Code of Conduct Bylaw C-8338-2022 intended to establish a set of standards of ethical behaviour for councillors and provide a process for investigating complaints that may arise, including a redesigned complaint and investigation process, a new independent Complaints Adjudicator role, and additional parameters around imposing sanctions.
  • Council then voted to refer Bylaw C-8338-2022 back to Administration for potential amendments, based on Council’s feedback during the meeting, as well as any additional written feedback from Councillors by July 18, 2023. The proposed bylaw will be brought back to Council on September 5, 2023 for consideration of further readings.

 

Planning and Development

  • Division 5 – File: PL20220076 and PL20220077 (06403001), Bylaw C-8389-2023 and Bylaw C-8390-2023 – Conceptual Scheme and DC District Amendment Item: Bylaw C-8390-2023 – To amend the McLellan Business Park Conceptual Scheme to reflect a new development concept for a large-format warehouse development and rename it the Stoney North Logistics Centre Conceptual Scheme, and Bylaw C-8389-2023 – To remove Cannabis Cultivation and Cannabis Facility from the allowed uses for the subject lands; To increase the Maximum Site Coverage for the subject parcel from 40% to 55%, and include the subject land in Schedule C; To remove Schedule E and renumber the schedules. Considered under the Balzac East Area Structure Plan. Approved.
  • Division 5 – File: PL20220180 (09415002), Bylaw C-8408-2023, Redesignation Item: To redesignate a ± 2.02 hectare (± 5.00 acre) portion of the subject lands from Agricultural, Small Parcel District (p12.1) to Residential, Rural District, and the remaining ± 15.08 hectare (± 37.26 acre) portion of the subject lands from Agricultural, Small Parcel District (p12.1) to Agricultural, General District in order to facilitate a Boundary Adjustment between the subject lands and the surrounding quarter section. Considered under the County Plan. Deemed refusal.
  • Division 6 – File: PL20230018 (02323007), Bylaw C-8405-2023, Redesignation Item: To redesignate a portion of the subject land from Agricultural, General District to Residential, Rural District to facilitate a future subdivision to create one new lot. Considered under the County Plan. Approved.
  • Division 3 – File: PL20220148 (06715009), Bylaw C-8406-2023, Redesignation Item: To redesignate the subject lands from Agricultural, Small Parcel District (p8.1) to Residential, Rural District to facilitate the future subdivision of three new lots. Considered under the Bearspaw Area Structure Plan. Approved.
  • Division 5 – File: PL20230001 (06102003), Bylaw C-8414-2023, Road Allowance Closure Application Item: To close the following two portions of undeveloped road allowances for the purpose of consolidation with the SW-02-26-26-W4M: A ± 1.64 hectare (± 4.05 acre) portion located along the west boundary of SW-02-26-26-W4M, and A ± 1.64 hectare (± 4.05 acre) portion located along the south boundary of SW-02-26-26-W4M. Considered under the County Servicing Standards. Item was tabled until September 5, 2023.

Closed Session

  • Council moved into a closed session to consider the confidential item “Airdrie/RVC Master Shared Services Agreement update” under Sections 21 and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session and directed County representatives on the Airdrie Intermunicipal Committee to pursue good faith negotiations with the City of Airdrie for the Airdrie-Rocky View Master Shared Services Agreement as per the mandate approved by Council in Report RVC2023-15.
  • Council moved into a closed session to consider the confidential item “ARP Stakeholder Advisory Committee Chair and Member Appointments” under Sections 19 and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session and voted to appoint Barbara McNeil to the position of Chair for the Aggregate Resource Plan Stakeholder Advisory Committee. Council then voted to appoint Committee Members:
    • Dale Soetaert, Monty McNair; aggregate industry professionals
    • Gerald Bietz, John Weatherill; country residential residents
    • Hazel George, Tom Foss; agricultural residents
  • Council moved into a closed session to consider the confidential item “CAO Update” under Section 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session and voted to receive Report E-3 RVC2023-19 for information.
  • Council moved into a closed session to consider the confidential item “CAO Performance Review Process” under Section 19 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session with no follow up action.
