Council Decisions: June 20, 2023 

Here is a summary of the decisions of Rocky View County Council at the June 20, 2023 Council Meeting. This is a general overview of decisions only. General Business 

  • Council voted to direct Administration to provide a letter of support to the Spray Lake Sawmills Centre to include with their Community Facility Enhancement Program grant application to upgrade the playing surface in the fieldhouse. 
  • Council voted to award 2023 Specialized Transportation Grant funds totaling $402,900 to the Rocky View Regional Handibus Society to support transportation costs related to medical and/or therapeutic appointments for seniors and persons with disabilities who reside in Rocky View County. 
  • Council voted to approve a partial funding request of $65,000 by the K.I.B.A. Seed Cleaning Plant to complete electrical system upgrades and ensure compliance with all provincial electrical codes and assist in reducing the seed plant’s electrical consumption. 
  • Council voted to approve the Langdon Library Society’s request to obtain additional named insured coverage under Rocky View County’s master insurance policy. The application will now be sent to the Principal Attorney for the Genesis Reciprocal Insurance Exchange for approval before signing a letter of agreement between the County and the Langdon Library Society. 
  • Council voted to direct Administration to cease Renewable Energy Approval Process for Provincial Advocacy efforts and that the $10,000 allocated to this project be returned to the Tax Stabilization Fund. 
  • Council voted to approve Borrowing Bylaw C-8419-2023, and the associated budget adjustment, to fund the increase in the water supply upgrade and conversion system installation in the Wintergreen Woods subdivision. 
  • Council voted to give First Reading to Borrowing Bylaw C-8420-2023, and directed Administration to send a Local Improvement Plan to all affected landowners for the installation of new infrastructure, water, and wastewater in the Conrich Estates subdivision on Meadow Ridge Road. 

Planning and Development 

  • Division 5 – File: PL20220207 (07624002), Bylaw C-8397-2023, Redesignation Item: To redesignate a ± 2.02 hectare (± 5.00 acre) portion of the subject lands from Agricultural, General District to Residential, Rural District to facilitate future subdivision of one new lot. Considered under the County Plan. Refused. 
  • Division 5 – File: PL20220164 (07028004), Bylaw C-8400-2023, Road Allowance Closure Item: To close a ± 1.62 hectare (± 4.01 acre) portion of an undeveloped road allowance north of NW-21-27-25-W04M and south of SW-28-27-25-W04M, for the purpose of consolidation with Lot 2, Block 1, Plan 2011064 within S-28-27-25-W04M. Considered under the County Servicing Standards. Council approved first reading, followed by a vote in approval of the Bylaw being forwarded to the Minister of Transportation and Economic Corridors, and that a Plan of Survey and an Appraisal of the road allowance area be provided by the Applicant to the County prior to consideration of second and third reading. 
  • Division 7 – File: PL20210091 (03223188), Residential Subdivision Item: To create a ± 0.09 hectare (± 0.22 acre) parcel with a ± 0.09 hectare (± 0.22 acre) remainder. Considered under the Langdon Area Structure Plan. Approved. 
  • Division 5 – File: PL20220215 (07108011), Residential Subdivision Item: To create a ± 4.35 hectare (± 10.75 acre) parcel with a ± 56.42 hectare (± 139.41 acre) remainder. Considered under the County Plan. Approved. 
  • Division 5 – File: PL20220222 (06226001), Residential Subdivision item: To create a ± 2.87 hectare (± 7.09 acre) parcel with a ± 22.79 hectare (± 56.32 acre) remainder. Considered under the County Plan. Approved. 

Closed Session 

  • Council moved into a closed session to consider the confidential item “Reimbursement Request” under Sections 23, 24 and 27 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session and voted that the request outlined in confidential report RVC2023-22 be refused. 
  • Council moved into a closed session to consider the confidential item “Reimbursement Request” under Sections 23, 24 and 27 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session and voted that the request outlined in confidential report RVC2023-23 be refused. 
  • Council moved into a closed session to consider the confidential item “Reimbursement Request – Reeve Kissel” under Sections 23, 24 and 27 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session and voted to approve the requested reimbursement for Reeve Kissel in the amount of $1,663.99. 
  • Council moved into a closed session to consider the confidential item “Reimbursement Request – Reeve Kissel” under Sections 23, 24 and 27 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session and voted to approve the requested reimbursement for Reeve Kissel in the amount of $1,716.00.
