Council Decisions: January 24, 2023

Here is a summary of the decisions of Rocky View County Council at the January 24, 2023 Council Meeting. This is a general overview of decisions only. General Business

  • Council directed Administration to initiate a technical feasibility study in cooperation with the City of Calgary, Town of Cochrane, and Harmony Advanced Water Systems Corporation to develop a subregional wastewater servicing concept in the Cochrane and Springbank areas, and approved the associated budget adjustment of $50,000 for same. Council also approved the pursuit of an Alberta Community Partnership grant for Intermunicipal Collaboration to assist in financing the technical feasibility study.
  • Council received, for information, a report from Capital and Engineering Services on the Active Transportation Corridor along Range Road 40. Council instructed Administration to take no further action on the feasibility of developing a pathway along Range Road 40 between Springbank Road and Township Road 250 until further details on recommendation are received from the Springbank Off-Stream Reservoir – Joint Land Use Advisory Committee.
  • Council approved Waste Collection Bylaw C-8371-2023 to enable the expansion of waste and recycling collection services throughout the County as per the Solid Waste Servicing Strategy (2021). The bylaw will apply to all designated communities, including Langdon, Harmony, and Pinebrook, and will repeal the Langdon Waste Collection Bylaw C-7429-2017.
  • Council granted First Reading to Bylaw C-8361-2023 intended to amend to the Electoral Boundaries and Council Composition Bylaw C-8077-2020 to change the title of Mayor back to Reeve and Deputy Mayor back to Deputy Reeve.
  • Council approved a Motion first read into the record on January 24, 2023 directing Administration to work with Macdonald Communities allowing them to bring forward their proposal of the Cochrane Lake Revitalization plan to Council at the February 21, 2023 Council meeting.

Planning and Development

  • Division 6 – File: PL20200056/57 (04331002/3/6/8), Bylaw C-8343-2022 and Bylaw C-8344-2022, Conceptual Scheme Item and Redesignation Item: PL20200056 (Bylaw C-8343-2022); To adopt the Westcon Business Park Conceptual Scheme that provides a policy framework to guide future redesignation, subdivision, and commercial and industrial development within the NW and SW quarters of 31-24-28-W04M. PL20220057 (Bylaw C-8344-2022); To redesignate ± 51.13 hectares (± 126.34 acres) from Agricultural, General District to ± 14.75 hectares (± 36.45 acres) of Business, Regional Campus District, ± 40.00 hectares (± 98.83 acres) of Industrial, Light District, ± 0.98 hectares (± 2.43 acres) of Special, Natural Open Space District, ± 3.81 hectares (± 9.42 acres) of Special, Parks and Recreation District, and ± 5.21 hectares (± 12.87 acres) of Special, Public Service District, to facilitate the development of the Westcon Business Park Conceptual Scheme. Considered under the Conrich Area Structure Plan. Approved as amended.
  • Council directed Administration to create a business directory for all, Home-Based Businesses (Type I), Home-Based Businesses (Type II), Special Function Businesses, and Businesses located in the Business, Live-Work District and present this Home-Based Business Directory to the Governance Committee no later than March 31, 2023.
  • Division 6 – File: PL20200075 (03330003), Bylaw C-8095-2020, Road Closure Application: To close a ± 0.19 hectare (± 0.47 acre) portion of an undeveloped road plan and consolidate it with the adjacent lands to the south (Block 3, Plan 1820 AM within SW-30-23-28-W04M). Approved. Council then referred the application back to Administration to modify the terms of the Sales Agreement and return to Council no later than March 28, 2023.
  • Division 1 – File: PL20210182 (03912039), Subdivision Application Item: To create a ± 1.594 hectare (± 3.94 acres) parcel (Lot 1), a ± 1.590 hectare (± 3.93 acres) parcel (Lot 2) and a ± 1.590 hectare (± 3.93 acres) parcel (Lot 3). Considered under the Greater Bragg Creek Area Structure Plan. Approved as amended.

Closed Session

  • Council moved into a closed session to consider the confidential item “Intermunicipal Discussion” under Section 21 and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, and directed Administration to follow the mandate discussed in confidential report RVC2023-03.
  • Council moved into a closed session to consider the confidential item “Annexation Update” under Section 23 and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, and voted that the report for RVC2023-04 be received for information.
  • Council moved into a closed session to consider the confidential item “Intermunicipal Service Delivery” under Section 21 and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, and voted that the report for RVC2023-05 be received for information.
