Council Decisions: December 6, 2022

Here is a summary of the decisions of Rocky View County Council at the December 6, 2022 Council Meeting. This is a general overview of decisions only. General Business

  • Council approved the five-year Airdrie Recreation Cost Sharing Agreement to formalize historical commitments toward recreational amenities, and to continue to build on a strong, sustainable foundation that will support recreational and cultural facilities and services in the best interests of Airdrie and County residents.
  • Council approved the Langdon Library Society Agreement for library services in the Langdon community and surrounding areas which outlines the terms, conditions, and responsibilities between Marigold Library Board, Rocky View County, and Langdon Library Society.
  • Council directed Administration to sign the Interchange Cost Share Memorandum of Understanding and Interim Agreement to jointly fund interim improvements at the Highway 1 and Range 33 Interchange to support future regional transportation needs. Council also approved the associated budget adjustment.
  • Council received, for information, a report from the Capital and Engineering Services department providing a status update on major capital projects currently underway or recently completed including drainage, water and wastewater, roads, bridges, and site improvement projects.
  • Council received, for information, a quarterly report from the Transportation Services department providing a status update on completed and forecasted road maintenance and operations, pathways, land, and asset management programs and projects.
  • Council received, for information, a quarterly report from the Utility Services department providing a status update on completed and forecasted water, wastewater, storm water, and solid waste and recycling programs and projects.
  • Council approved Emergency Management Bylaw C-8348-2022 in order for Rocky View County to be in compliance with the new Emergency Management Act, and to update the bylaw to reflect changes that have occurred within the County, including an updated organizational structure, and general content updates. The current Emergency Management Bylaw C-8074-2020 will be rescinded.
  • Council approved a motion related to an emergent business item added to the Meeting’s agenda regarding Renewable Energy Approval Process Advocacy. Council directed Administration to take the necessary steps to create an advocacy coalition with like-minded municipalities to jointly hire a consultant to request that the Government of Alberta:
    • develop an overarching policy regarding alternative energy generation facilities so that municipalities are granted influence on locational decisions for renewable energy projects as part of the Alberta Utilities Commission process, and
    • create a policy to protect municipalities from the financial liability of future reclamation of these energy sites.
  • Administration was also directed to allocate up to $10,000 from the Tax Stabilization Reserve towards a collective effort with other like-minded municipalities to advocate for this policy, and report back on progress by the end of the second quarter, 2023.
  • Council provided an update on the latest Calgary Metropolitan Regional Growth Board (CMRB) activities. Specific details can be reviewed on the meeting’s livestream video.
  • Council received, for information, an update of the Council Resolution Tracker, including all active, ongoing and pending business items and their respective Administration directives.

Planning and Development

  • Division 5 – File: PL20220107 (07108011), Bylaw C-8325-2022, Redesignation Item: To redesignate a portion of the subject lands from Agricultural, General District to Residential, Rural District to facilitate a future single lot subdivision. Considered under the County Plan. Approved as amended.
  • Division 3 – File: PL20220003/PL20220004 (06708015/08/09/14/13/03/10/06), Bylaw C-8345-2022 & C-8346-2022, Conceptual Scheme and Redesignation Items: Bylaw C-8345-2022, to adopt the Glendale Road Conceptual Scheme, which provides a policy framework to guide, future country residential development within the SE-08-26-03-W05M. Bylaw C-8346-2022, to redesignate ± 24.40 hectares (± 60.30 acres) of land from Agricultural, Small Parcel District and Residential, Rural District (p4.0) to Residential, Country Residential District and Special, Public Service District, to facilitate the development of Phases 1 and 2 to create 24 residential lots and 1 public utility lot. Considered under the County Plan. Approved as amended
  • Division 5 – File: PL20220083 (06226001), Bylaw C-8330-2022, Redesignation Item: To redesignate a portion of the subject lands from Agricultural, General District to Residential, Rural District to facilitate a future single lot subdivision. Considered under the County Plan. Approved.
  • Division 2 – File: PL20220042 (04735027), Bylaw C-8310-2022, Redesignation Item: To redesignate the subject lands from Residential, Country Residential District to Residential, Rural District to accommodate a Home-Based Business Type II use. Considered under the Central Springbank Area Structure Plan. Approved.
  • Division 6 – File: PL20190179 (03221001), Bylaw C-8354-2022, Redesignation Item: To redesignate a portion of the subject land from Agricultural, General District to Industrial, Light District to facilitate future subdivision and development of one new parcel. Considered under the County Plan. Refused.
  • Council then approved a Motion Arising directing Administration to report back on possible options for reviewing the Langdon Area Structure Plan, including resourcing, budget, and possible timelines, by the end of Quarter 3, 2023.
