Council Decisions: November 15, 2022

Here is a summary of the decisions of Rocky View County Council at the November 15, 2022 Council Meeting. This is a general overview of decisions only. General Business

  • Council received, for information, a report from the CAO providing the first status update on the progress of Council’s nine Priority Projects, including schedule milestones and budget targets.
  • Council approved the request for the sale of topsoil from the County’s Kennel Pit to the Springbank Links Golf Club at a value of $7.00/m3. Springbank Links Golf Club will be responsible for all loading and hauling of the material offsite along with any other regulatory permits that may be required to complete their work.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 06920009 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council approved a reduction in the late tax payment penalty for Tax Roll 07520006 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 08308006 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council approved a reduction in the late tax payment penalty for a ratepayer with a total of eighty (80) parcels in the County. Considered under the Late Tax Payment Penalty Cancellation Policy C-204.
  • Council considered a notice of motion first read into the record on October 25, 2022 directing Administration to create a Terms of Reference for an Aggregate Resource Plan, including a cost estimate based on a completion date of no later than October 31, 2024. Administration is to return to Council with a report no later than March 31, 2023.
  • Council approved Bylaw C-8353-2022 which provides revisions to Road Closure Bylaw C-8115-2020, specifically clarifying changes to the description and replacing Schedule ‘A’ with a Plan of Survey of the road closure area located east of the intersection of Wildcat Hills Road and Grand Valley Road.
  • Council provided an update on the latest Calgary Metropolitan Regional Growth Board (CMRB) activities. Specific details including an update on the recent meeting of the Land Use & Servicing Committee can be reviewed on the meeting’s livestream video.
  • Council received, for information, an update on the 2022 Council Priorities and Significant Issues list, including all active, ongoing and pending priorities and initiatives to assist council on the status of business items.

Planning and Development

  • Division 5 – File: PL20220014 (05335005), Bylaw C-8303-2022, Redesignation Item: To redesignate the subject lands from Agricultural, Small Parcel District (A-SML p.8.1) to Residential, Rural District (p.4.0) to allow for the future subdivision of one ± 4.04 hectare (± 9.98 acre) parcel with a ± 4.04 hectare (± 9.98 acre) remainder. Considered under the County Plan. Council approved a motion referring Administration to work with the Applicant on the preparation of:
    • An expanded lot and road plan showing access to the wider quarter section in consultation with adjacent landowners and those affected in the nearby area; and
    • A stormwater management plan in accordance with Rocky View County’s Servicing Standards for the subject lands and surrounding area.
  • Division 6 – File: PL20220039 (04333053), Bylaw C-8291-2022, Redesignation Item: To redesignate the ± 1.65 hectare (± 4.08 acre) subject land from Residential, Rural District to Industrial, Light District to accommodate outdoor storage, including truck parking. Considered under the Conrich Area Structure Plan. Refused.
  • Division 6 – File: PL20210187 (03322008), Bylaw C-8288-2022, Redesignation Item: To redesignate the subject lands from Agricultural, Small Parcel District (p.8.1) to Industrial, Light District (p. 7.5) to accommodate future industrial development. Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan. Refused.
  • Division 6 – File: PL20210190 (03305005), Bylaw C-8259-2022, Redesignation Item: To redesignate Lot 6, Block 6, Plan 9411296 within SW-05-23-28-W04M from Residential, Rural District to Residential, Country Residential District to facilitate future subdivision of one parcel. Considered under the County Plan. Approved.
  • Division 5 – File: PL20220023 (08308010 & 08308002), Subdivision Item: To adjust the boundaries between a ±4.05 hectare (±10.00 acre) parcel and a ±60.70 hectare (±150.00 acre) parcel to create a ±8.09 hectare (±20.00 acre) parcel and a ±56.66 hectare (±140.00 acre) parcel. Considered under the County Plan. Approved with noted conditions.
  • Division 5 – File: PL20220084 (07506003), Subdivision Item: To create a ± 12.14 hectare (30.00 acre) parcel (Lot 1) with a ± 52.61 hectare (130.00 acre) remainder (Lot 2). Considered under the County Plan. Approved with noted conditions.
  • Division 6 – File: PL20220067 (04329003), Subdivision Item: To create 153 residential lots of between ± 0.045 hectares (± 0.111 acres) and ± 0.147 hectares (± 0.363 acres), one ± 5.232 hectare (± 12.927 acre) Public Utility Lot, and seven Municipal Reserve lots between ± 0.010 hectares (± 0.025 acres) and ± 2.375 hectares (± 5.868 acres). Considered under the Conrich Area Structure Plan, and the South Conrich Conceptual Scheme. Approved with noted conditions as amended.

  • Division 6 – File: PL20220048 (02233016), Bylaw C-8352-2022, Redesignation Item: To redesignate the subject lands from Agricultural, Small Parcel District to Residential, Rural District (p.2.0) and Residential, Rural District (p.4.2) to accommodate future subdivision. First Reading approved.
  • Division 1 – File: PL20220119 (04705011), Bylaw C-8335-2022, Redesignation Item: To redesignate the subject lands from Agricultural, Small Parcel District (p8.1) to Residential, Rural District to accommodate future subdivision. First Reading approved.
  • Division 5 – File: PL20220122 (06224008/06224002/06224007), Bylaw C-8332-2022, Redesignation Item: To redesignate the subject lands from Agricultural, General District and Agricultural, Small Parcel District to Agricultural, Small Parcel District (p13.96) to accommodate a future boundary adjustment of three agricultural lots. First Reading approved.

Closed Session

  • Council moved into a closed session to consider the confidential item “Annexation Update” under Sections 21 and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session with no follow up action.
