Council Decisions: February 22, 2022

Here is a brief summary of the decisions of Rocky View County Council at the February 22, 2022 Council Meeting. This is a general overview of decisions only. General Business

  • Council received, as information, an update by the Economic Development department on the Canadian Badlands Tourism Association. Council directed Administration to explore alternative tourism partnerships.
  • Council directed Administration to implement the temporary road closure of Range Road 294 north of Township Road 264, with the allowance for emergency-only access, commencing in or around April 2022 due to construction of the 40th Avenue interchange in the City of Airdrie.
  • Council directed Administration to prepare a Terms of Reference for a Public Presentation Committee, and to return to Council with the Terms of Reference for consideration by March 22, 2022.
  • Council approved the 2022 Master Rates Bylaw C-8258-2022 outlining the fee changes identified for various Rocky View County services, and as referenced in the 2022 Operating and Capital Base Budget, approved at the January 18, 2022 Special Council meeting. The 2022 Master Rates Bylaw C-8258-2022 will come into effect on April 3, 2022.
  • In recognition of the importance to work together to improve its working relationship so that it may provide stronger, more stable, more resilient leadership for the County, Council voted to hire a third-party facilitator and to participate in the facilitation in good faith. Council then directed Administration to provide support and recommendations for the hiring of a third-party facilitator.
  • Council provided an update on the latest activities regarding municipal and community committees including the Calgary Metropolitan Region Board, Rural Municipalities of Alberta Central District Resolutions Committee, Rocky View Foundation, and Springbank Park for All Seasons.   • Council received, for information, an update on the 2022 Council Priorities and Significant Issues list, including all active, ongoing, and pending priorities and initiatives to assist council on the status of business items.

Planning and Development

  • Division 5 – File: PL20210037 (07504002), Bylaw C-8163-2021, Redesignation Item: To redesignate a ±11.33 hectare (28.00 acre) portion of the subject lands from Agricultural, Small Parcel District to Agricultural, Small Parcel District (p11.3) to accommodate future subdivision. Considered under the County Plan. Approved.
  • Division 6 – File: PL20200061 (03308007), Bylaw C-8059-2020, Redesignation Item: To redesignate the subject land from Residential, Rural District to Industrial, Light District to facilitate the operation of a landscaping business. Considered under the City of Calgary/Rocky View County Intermunicipal Development Plan, and the Shepard Area Structure Plan. Refused.
  • Division 3 – File: PL20210041 (07805013), Bylaw C-8189-2021, Redesignation Item: To redesignate the subject lands from Agricultural, Small Parcel District (p8.1) to Residential, Rural District to facilitate the creation of two ± 1.62 hectare (4.00 acre) parcels, with ± 5.22 hectare (12.91 acre) remainder. Considered under the County Plan. Council voted to have Administration work with the applicants on the addition of a parcel modifier, to limit parcel sizes at future subdivision stage, and then bring recommendations back to Council by the end of April 2022.
  • Division 2 – File: PL20210094 (05828005), Bylaw C-8227-2021, Redesignation Item: To redesignate a portion of the subject lands from Agricultural, General District to Agricultural, Small Parcel District (p16.19) to facilitate the future creation of a ± 16.19 hectare (± 40.00 acre) parcel with a ± 38.25 hectare (± 94.53 acre) remainder. Considered under the Rocky View County/Town of Cochrane Intermunicipal Development Plan. Approved.
  • Council then approved a Motion Arising directing Administration to review and prepare amendments to the County Plan by May 2022, that would provide for the consideration of all quarter sections that are historically fragmented by road rights-of-way, railway rights-of-way, transmission lines, etc. for redesignation as first parcels outs.
  • Division 3 – File: PL20200159 (06935001, 06936001/002, 07901003/004), Bylaw C-8115-2020, Road Closure Application: To close portions of two road allowances totaling ± 4.84 hectares (11.95 acres) known as Township Road 270 and Range Road 51, located 260 metres east of the intersection of Wildcat Hills Road and Grand Valley Road. These road allowances are located along the southern boundaries of SW-01-27-05-W05M, and SE-01-27-05-W05M and on the west side of NW-36-26-05-W05M. Considered under the County Plan. Approved subject to sale agreement conditions.
