Council Decisions: June 15, 2021

Here is a brief summary of the decisions of Rocky View County Council at the June 15, 2021 Council Meeting. This is a general overview of decisions only. Details of the agenda items can be found in the meeting’s agenda and details on the specifics of the decisions can be found in the minutes of this meeting, both on the Meetings & Hearings page. General Business

  • Council received, for information, an update by Capital Project Management of all major capital projects currently underway or recently completed, including the Langdon Quad Diamonds, the Bragg Creek Flood Mitigation project, the Conrich Prince of Peace Water Line Extension, and others.
  • Council rescinded Closing Dormant Planning Application Files Policy C-300, as part of their regular policy review process, as its requirements would be more appropriate within Administrative Policy A-300 Closing Inactive Planning Files, which was adopted on May 6, 2021.

Planning and Development

  • Division 7 – File: PL20200154 (06524001/10), Bylaw C-8114-2020, Redesignation Item: To redesignate ± 69.93 acres of two parcels totalling ± 143.19 acres from Agricultural General District to Commercial, Local Rural District to accommodate future commercial development. Considered under the City of Airdrie/MD of Rocky View Intermunicipal Development Plan, and the Balzac West Area Structure Plan. Second Reading was tabled for further consideration until the applicant has prepared a new Conceptual Scheme or amended the existing document to include the subject lands.
  • Division 4 – File: PL20200045 (02329001), Bylaw C-8047-2020, Redesignation Item: Site-specific amendment to DC 124, in order to facilitate the development of an agro-tourism operation. Considered under the Calgary Intermunicipal Plan. Approved.
  • Division 8 – File: PL20170153 (05618039/05619004/006/054), Bylaw C-7991-2020: To adopt the Ascension Conceptual Scheme to provide a policy framework to guide future redesignation, subdivision and development proposals within SW/SE-19-25-02-W05M. Council approved second reading, as amended. The plan will now be referred to the Calgary Metropolitan Region Board for approval.

First Readings

  • Division 5 – File: PL20210067 (04324032), Bylaw C-8185-2021: To redesignate the subject lands from Residential, Rural District to Residential, Country Residential District in order to facilitate the creation of a ± 2.02 acre parcel with ± 2.02 acre remainder. First Reading approved.
  • Division 5 – File: PL20210068 (04234003), Bylaw C-8184-2021: To redesignate a portion of the subject lands from Agriculture, General District to Residential, Rural District in order to facilitate the creation of a ± 7.11 hectare (± 17.57 acre) parcel with ± 49.88 hectare (± 123.20 acre) remainder. First Reading approved.

Closed Session

  • Council moved into a closed session to consider the confidential item “Highway 566 Widening – Alberta Transportation Funding” under Sections 21, 24 and 25 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, and directed Administration to finalize a Cost Contribution Agreement with Alberta Transportation for the widening of Highway 566 from Range Road 293 to Range Road 290, and prepare a budget adjustment for the project for Council’s consideration.
  • Council moved into a closed session to consider the confidential item “Calgary Mediation Request” under Sections 21, 24 and 25 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, and approved a motion in support of pursuing facilitated discussions between elected officials to find common ground with the City of Calgary and sending a letter to Mayor Nenshi proposing next steps for collaborative resolution to the issues.
