Council Decisions: June 8, 2021

Here is a brief summary of the decisions of Rocky View County Council at the June 8, 2021 Council Meeting. This is a general overview of decisions only. General Business

  • Council directed Administration to send a letter of support to the Surface Transportation Board on behalf of CN Rail in their proposal to acquire Kansas City Southern in alignment with the County’s strategic objective of strengthening financial resiliency for area businesses.
  • Council directed Administration to continue to work with Alberta Environment and Parks and the Glenbow Ranch Park Foundation on a parking and vehicle control strategy that is acceptable and maintains road safety and park access.
  • Council directed Administration to begin quarterly reporting of all Rocky View County Councillor expenses on a per-Councillor basis. This reporting is to begin at the start of the next Council Term and will be accessible on the County website in order to increase public transparency, accountability, trust, and information access, while decreasing FOIP requests.
  • Council then approved a Motion Arising, directing Administration to standardize expense reporting for Councillors and include related training for the new Council following the October 2021 election.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 03330016 and 03330018 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council approved the request for late tax payment penalty cancellation from the owner of Tax Roll 06712029 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 05328025 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 04701334 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council tabled the request for late tax payment penalty cancellation from the owner of Tax Roll 06712040 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 06507011 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 04606433 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 06612020 in accordance Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 04619007 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council tabled the request for late tax payment penalty cancellation from the owner of Tax Roll 04324016 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Rolls 05717001, 05720005, 05721003, and 05721004 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 06404455 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council directed administration to send a letter of support for the Bow Valley Agricultural Society’s application to the Community Facility Enhancement Program to assist with the cost to replace the roof at the Indus Recreation Centre.
  • Council approved Noise Control Bylaw C-8067-2020 to act as a single foundational bylaw intended to regulate noise within the County and to outline the duties, responsibilities, expectations and penalties associated with noise.
  • Council provided an update on the latest Calgary Metropolitan Region Board (CMRB) activities. On May 21, the Board approved the Regional Growth plan, Servicing Plan, and Regional Evaluation Framework. More information is available at calgarymetroregion.ca. The plans have now been submitted to the Minister of Municipal Affairs for review. The County’s Municipal Development Plan, South Springbank Area Structure Plan, and North Springbank Area Structure Plan are in the final stages of review with the CMRB.
  • Council received, for information, an update on the 2021 Council Priorities and Significant Issues list, including all active, ongoing, and pending priorities and initiatives to assist council on the status of business items.

Planning and Development

  • Division 4 – File: PL20200086 (03315002), Bylaw C-8087-2020, Redesignation Item: To redesignate the subject land from Agricultural, General District to Industrial, Light District, in order to facilitate business growth for a hauling and landscaping company. Considered under the City of Calgary/Rocky View County Intermunicipal Development Plan, and in conjunction with File: PL20200085 (03315002) below. Approved.
  • Division 4 – File: PL20200085 (03315002), Development Plan Item: To adopt the Troy Clay Inc. Master Site Development Plan to guide future redesignation and development for a hauling and landscaping business. Considered under the City of Calgary/Rocky View County Intermunicipal Development Plan, and in conjunction with File: PL20200086 (03315002) above. Approved.
  • Division 2 – File: PL20200127 (05707003), Bylaw C-8175-2021, Road Closure Item: To close Road Plan 3321Q thereby allowing consolidated of the lands into NW-07-25-03-W05M. Range Road 40 is proposed to be straightened along the original road allowance as part of this consolidation. Considered under the Harmony Conceptual Scheme. Approved and will now be forwarded to the Minister of Transportation for further consideration.
  • Division 2 – File: PL20200125 (Harmony Plan Area), Bylaw C-8157-2021, Conceptual Scheme Item: To amend DC 129 to update various sections of the Bylaw, add an additional three land use districts, re-number various sections of the document and the addition of a Vacation Rental use. Considered under the Harmony Conceptual Scheme and in conjunction with File PL20200121, PL20200122, PL20200123, and PL20200124 below. Approved.
  • Division 2 – File: PL20200121, Bylaw C-8153-2021, Conceptual Scheme Item: Amendment to the Harmony Conceptual Scheme to update Sections 3.3 Land Ownership, 5.1.1 C Trail Network, 5.1.1 D Golf Course, 5.2.1 Settlement Pattern, 5.4.1 Community Village Centre, 5.5.3 Residential Considerations, 6.0 Transportation, 8.2.2 Staging/Phasing, and 12.0 Definitions. Considered under the Harmony Conceptual Scheme and in conjunction with File PL20200125 above, and File PL20200122, PL20200123, and PL20200124 below. Approved.
  • Division 2 – File: PL20200122, Bylaw C-8154-2021, Conceptual Scheme Item: Amendment to the Harmony Stage 3 Neighbourhood Plan by placing an overlay onto each affected figure within the document identifying the overall stage area as either Stage 4 or Stage 5 to coincide with the proposed Stage 4 and Stage 5 Neighbourhood Plans. Considered under the Harmony Conceptual Scheme and in conjunction with File PL20200125 and PL20200121 above, and File PL20200123 and PL20200124 below. Approved.
  • Division 2 – File: PL20200123, Bylaw C-8155-2021, Conceptual Scheme Item: Amendment to the Harmony Conceptual Scheme to add Appendix D – Stage 4 Neighbourhood Plan. Considered under the Harmony Conceptual Scheme and in conjunction with File PL20200125, PL20200121, and PL20200122 above, and File PL20200124 below. Approved.
  • Division 2 – File: PL20200124, Bylaw C-8156-2021, Conceptual Scheme Item: Amendment to the Harmony Conceptual Scheme to add Appendix E – Stage 5 Neighbourhood Plan. Considered under the Harmony Conceptual Scheme and in conjunction with File PL20200125, PL20200121, PL20200122, and PL20200123 above. Approved.
