Council Decisions: March 23, 2021

Here is a brief summary of the decisions of Rocky View County Council at the March 23, 2021 Council Meeting. This is a general overview of decisions only. Details of the agenda items can be found in the meeting’s agenda and details on the specifics of the decisions can be found in the minutes of this meeting, both on the Meetings & Hearings page. General Business

  • Council approved the 2021 Solid Waste Servicing Strategy to replace the 2007-2057 Solid Waste Master Plan. Council directed Administration to report back to Council annually on the progress. Council then approved a Motion Arising, directing Administration to bring back a report on waste to energy solutions, including technologies, regional markets, and economical costs/benefits to Council by the end of July, 2021.
  • Council received, for information, an update by Utility Services on Mackenas Estates sewer system tie-in, including feasibility discussions with the City of Calgary to determine project process, timing, and cost.
  • Council approved a request from Rocky View Schools to contribute financially to the maintenance of playing fields located on Municipal and School Reserves as part of Council’s strategic objectives to expand community service delivery. Maintenance costs will be funded by the County’s Public Reserve.
  • Council received, for information, an update by Transportation Services on the collaboration between Neighbours Against High Water and the Bearspaw Golf Club on developing a pumping permit process to pump water from the roadside ditch near 46 Bearspaw View to ponds on the golf course, including information on water level reduction and potential cost recovery.
  • Council approved a budget adjustment of $5,823,800 for the following transfer of funds related to the Cooperative Stormwater Management Initiative:
    • $4,129,800 of additional funds to be received from the Government of Alberta related to the Alberta Community Resilience Program (ACRP) Grant for the Cooperative Stormwater Management Initiative.
    • $1,694,000 of funds to be transferred from the Stormwater Off-site Levy reserve for the purpose of constructing infrastructure for the Cooperative Stormwater Management Initiative in accordance with the County’s Regional Stormwater Off-site Levy Bylaw (C-8008-2020).
  • Council approved the reserve bids (market values) for the 2021 tax recovery sale scheduled for 2:00 p.m. on April 16, 2021, for properties with taxes that are three years in arrears.
  • Council approved general updates to Infrastructure Cost Recovery Policy C-406 as part of their regular policy review process.
  • Council approved a resolution that an Intermunicipal Development Plan between the Village of Beiseker and Rocky View County will not be adopted at this time. A future MOU and the existing Inter-municipal Collaboration Framework will continue to provide a mechanism for discussion, dispute resolution and shared services.
  • Council approved the scheduling of a regular Council meeting every Tuesday, starting May 4, 2021 and ending September 21, 2021, excluding the month of August, in order to accommodate a number of significant internal and external applications requiring public hearings, with special priority given to statutory plans, complex land use redesignations, and aggregate extraction applications:
  • Council also directed Administration to schedule public hearings at these additional regular Council meetings at its discretion, in accordance with regular procedures.
  • Council approved first reading of Borrowing Bylaw C-8165-2021 to facilitate the purchase of Blazer Water Systems Ltd. to better assist the County for service delivery, increased customer service, potential cost savings, profitability, and encourage growth in the Bearspaw area.
  • Council approved first reading of Borrowing Bylaw C-8166-2021 to facilitate the purchase of Horse Creek Water & Waste Water Services Inc. to better the assist the County in stabilizing rates, connection fees, promote development and provide safe, clean and reliable potable water to Cochrane Lakes residents.
  • Council approved First Reading of Bylaw C- 8164-2021, relating to the draft Wheatland County/Rocky View County Intermunicipal Development Plan that aims to minimize land use and development conflicts, provide opportunities for collaboration and communication, and outlines processes for resolution of issues that may arise within the areas adjacent to a municipal boundary.
  • Council provided an update on the latest Calgary Metropolitan Region Board activities including information related to a recent visioning session.
  • Council received, for information, an update on the 2021 Council Priorities and Significant Issues list, including all active, ongoing and pending priorities and initiatives to assist council on the status of business items.

Planning and Development

  • Council refused First Reading of Bylaw C-8128-2021 to close a ± 2.15 acre portion of the government road allowance located between NE-34-27-04-W05M and SE-34- 27-04-W05M and close another ± 0.2 acre portion of the government road allowance located west of SW-35-27-04-W05M, in order to build a private road. Council then approved a Motion Arising, directing Administration to work with the applicant to have a development agreement put in place for Township Road 275A, at no cost.
  • Division 4 – File: PL20200061 (03308007), Bylaw C-8059-2020, Redesignation Item: To redesignate the subject land from Residential, Rural District to Industrial, Light District in order to facilitate the operation of a landscaping business. Considered under the City of Calgary/Rocky View County Intermunicipal Development Plan and the Shepard Area Structure Plan. Council tabled to consider an alternative Land Use District that is more conducive to the transitionary nature of the parcel to surrounding residential uses and more in alignment with the proposed business.]
  • Division 9 – File: PL20190186 (06732004), Bylaw C-7989-2019, Redesignation Item: To redesignate a portion of the subject land from Agricultural, General District to Residential, Rural District and Agricultural, Small Parcel District, in order to facilitate the creation of a ± 5.00 acre parcel (Lot 1) with a ± 50.00 acre remainder (Lot 2). Considered under the County Plan. Approved.
  • Division 1 – File: PL20190103 (03915024), Bylaw C-7955-2019, Conceptual Scheme Item: To consider the Fawn Hills Conceptual Scheme to provide a policy framework to guide future redesignation, subdivision and development proposal within NE-15-23-05-W05M. Considered under the Greater Bragg Creek Area Structure Plan, and in conjunction with File PL20190102 (03915024) below. Refused.
  • Division 1 – File: PL20190102 (03915024), Bylaw C-7956-2019, Redesignation Item: To redesignate the subject land from Agricultural, General District to Residential, Country Residential District in order to facilitate a multi-lot residential subdivision. Considered under the Greater Bragg Creek Area Structure Plan, and in conjunction with File PL20190103 (03915024) below. Refused.

First Readings

  • Division 9 – File: PL20200189 (06812016), Bylaw C-8137-2021: To redesignate the subject lands from Agricultural, Small Parcel District to Residential, Rural District in order to facilitate the creation of two lots; a ± 4.00 acre parcel with a ± 5.36 acre remainder. First Reading approved.
  • Division 4 – File: PL20210007 (03222002/003/091), Bylaw C-8142-2021: To redesignate the remainder lands from Agricultural, General District and Residential, Rural District to Residential, Mid-Density Urban District, Special, Parks and Recreation District, Special, Natural Open Space District, and Special, Public Service District, in order to facilitate future phases of Painted Sky Development. First Reading approved.
  • Division 4 – File: PL20210008 (03214001/03214009), Bylaw C-8161-2021: Conceptual Scheme Amendment to amend the Settler's Green Conceptual Scheme, in order to reduce the industrial area, increase residential and commercial area, and replace a portion of open space with a watercourse. First Reading approved.

Closed Session

  • Council moved into a closed session to consider the confidential item “Harmony Water System Update” under Section 16, 24 and 25 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, and directed Administration to report back to Council by the end of May 2021 on the HAWSCO utility financial information.
  • Council moved into a closed session to consider the confidential item “Request from the Town of Cochrane” under Section 21 and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, with no resulting follow-up action.
