Council Decisions: February 9, 2021

Here is a brief summary of the decisions of Rocky View County Council at the February 9, 2021 Council Meeting. This is a general overview of decisions only. General Business

  • Council approved First Reading of Bylaw C-8097-2020, as amended, to close a ± 4.00 acre portion of undeveloped government road allowance in order to consolidate with the adjacent land on the east side. Bylaw C-8097-2020 will be forwarded to the Minister of Transportation for approval.
  • Council approved First Reading of Bylaw C-8096-2020 to close a ± 4.00 acre portion of undeveloped government road allowance in order to consolidate with the adjacent land on the east side. Bylaw C-8096-2020 will be forwarded to the Minister of Transportation for approval.
  • Council approved First Reading of Bylaw C-8100-2020 to close a ± 1.15 acre portion of undeveloped road allowance in order to consolidate with the adjacent lands on the east side of the road allowance. Bylaw C-8100-2020 will be forwarded to the Minister of Transportation for approval.
  • Council received, for information, the Year-End Audit Service Plan prepared by MNP LLP outlining how they will conduct the 2020 audit. MNP LLP will present their audit findings to Council on April 27, 2021.
  • Council rescinded Second Reading of Bylaw C-7989-2019, to allow for a new public hearing to occur that will include information stemming from technical studies provided by the application after the initial public hearing.
  • Council received, for information, an update on the 2021 Council Priorities and Significant Issues list, including all active, ongoing and pending priorities and initiatives to assist council on the status of business items.
  • Council received, for information, a presentation by STARS Air Ambulance outlining their service update and funding request for 2021. Council approved a funding request of $79,000 to the STARS Air Ambulance program provided by the 2021 Fire Services operational budget.

Planning and Development

  • Division 6 – File: PL20200069 (09502001), Bylaw C-8069-2020, Redesignation Item: To redesignate a ± 10.43 acre portion from Agricultural, General District to Industrial, Heavy District to accommodate a future subdivision that would result in a business storing construction equipment and gravel, and to redesignate a ± 6.64 acre portion from Agricultural, General District to Residential, Rural Residential District to accommodate a future subdivision for residential development. Considered under the County Plan. Approved.
  • Division 4 – File: PL20200028 (03305012), Bylaw C-8044-2020, Redesignation Item: To redesignate the subject land from Residential, Rural District to Residential, Country Residential District to facilitate the subdivision of one lot. Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan. Approved.

First Readings

  • Division 7 – File: PL20200154 (06524001/10), Bylaw C-8114-2020: To redesignate ± 69.93 acres of two parcels totaling ± 143.19 acres from Agricultural General District to Commercial, Local Rural District to accommodate future commercial development. First Reading approved.
  • Division 5 – File: PL20200164, Bylaw C-8116-2020: To redesignate the subject lands from Agricultural, General District to Special, Future Urban Development District to facilitate a future outdoor RV trailer storage development. First Reading approved.

Closed Session

  • Council moved into a closed session to consider the confidential item “CrossIron Mills Mall - Meter Update” under Section 16 and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, and directed Administration to execute the settlement agreements with Ivanhoe Cambridge as discussed; prepare a policy adjustment for Policy C-406; and provide CrossIron Mills Mall a credit per Bylaw C-7622.
  • Council moved into a closed session to consider the confidential item “Springbank Land Acquisition” under Section 24 and 25 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, and approved the Springbank Land Acquisition confidential Business Plan, and directed Administration to follow the mandate outlined in confidential report #RVC2021-05. Council then approved a Motion Arising that the information requested by Council, of previous studies on the land discussed in the closed session, be distributed to Council.
  • Council moved into a closed session to consider the confidential item “Springbank Community Association funding request for expert third party analysis of the SR1 project for risk” under Section 21 and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, with no resulting follow-up action.
