Council Decisions: November 24, 2020

Here is a brief summary of the decisions of Rocky View County Council at the November 24, 2020 Council Meeting. This is a general overview of decisions only. General Business

  • Council approved the Reserves Termination Agreement between Rocky View County, the Board of Trustees of Rocky View School Division No. 41 and the Board of Trustees of the Calgary Roman Catholic Separate School District No.1. Council also directed Administration to release the School Reserve Funds to the Board of Trustees of Rocky View School Division No. 41 and the Board of Trustees of the Calgary Roman Catholic Separate School District No.1, as well as authorizing Administration to work with the school authorities in the development of a new agreement and provide an update to Council in the third quarter of 2021.
  • Council received, for information, a report from Transportation Services outlining eligible pathway and trails infrastructure projects that may be funded by the Alberta’s Municipal Stimulus Program revenue granted to the County. The proposed pathway projects will encourage, healthy, active living for all County residents and address preliminary recommendations from the Recreation Master Plan.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 04702053 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 04702100 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 06532004 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 06710015 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 08818003 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 08912011 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council defeated a Motion directing Administration to recommence advertising public notices, service announcements, and matters of significant concern to County residents in the Rocky View Weekly.
  • Council approved a Motion directing Administration to initiate discussions with the City of Calgary to determine the process, timing and costs to expand Rocky View County’s current sanitary sewer system in the Elbow Valley area to include a tie-in for the homes in the Mackenas Estates Community and to provide progress reports to Council regarding these negotiations every 6 months.
  • Council approved Borrowing Bylaw C-8083-2020 to fund the installation of water treatment, distribution infrastructure, wastewater collection, and treatment infrastructure in Prince of Peace Village and associated budget adjustment of $644,000.
  • Council approved Election Bylaw C-8109-2020 to establish rules for conducting an election and align the County with the Local Authorities Election Act.
  • Council defeated a following motion related to proposed amendments to Election Bylaw C-8109-2020 to authorize the use of mail-in special ballots by December 31, 2020.
  • Council then approved a Motion Arising, directing that mail-in special ballots and vote counting machines not be pursued for the upcoming 2021 municipal election.
  • Council rejected Bylaw C-8110-2020 to amend the existing Procedure Bylaw C-7907-2019 for allowing closed sessions to be conducted through electronic means, and allowing members participating in a meeting through electronic means to participate in any closed sessions held at that meeting.
  • Council approved a motion allowing public input at the December 1, 2020 special Council meeting for the County’s proposed 2021 budget, be conducted in accordance with the following:
    • Presentations from individuals limited to a maximum of five minutes, or 10 minutes from groups – both may be extended by resolution
    • Capability of having residents phone or video conference in, should Covid-19 protocols require electronic meetings
  • Council received, for information, an update on the 2020 Council Priorities and Significant Issues list, including all active, ongoing and pending priorities and initiatives to assist council on the status of business items.

Planning and Development

  • Division 9 – File: PL20200089 (06826039), Bylaw C-8075-2020, Redesignation Item: To redesignate the subject land from Residential, Rural District to Residential, Country Residential District, to facilitate the creation of one ± 1.99 acre parcel, with a ± 1.99 acre remainder. Considered under the Cochrane North Area Structure Plan. Approved.
  • Division 8 – File: PL20200024 (06701019), Bylaw C-8034-2020, Redesignation Item: To redesignate the subject lands from Residential, Rural District to Residential, Country Residential District, in order to accommodate the future creation of a ± 2.14 acre parcel with a ± 2.14 acre remainder. Considered under the Bearspaw Area Structure Plan. Approved.
  • Division 5 – File: PL20200044 (05232003), Bylaw C-8046-2020, Redesignation Item: To redesignate the subject lands from Agricultural, General District to Business, Live-work District, to facilitate the operation of a trucking business. Considered under the County Plan. Refused.

Closed Session

  • Council moved into a closed session to consider the confidential item “Chestermere Recreation Centre” under Section 21, 24 and 25 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session, and directed the Reeve and Chief Administrative Officer to enter into discussions with the City of Chestermere regarding the Chestermere Regional Recreation Centre.
  • Council moved into a closed session to consider the confidential item “Elbow Valley West Storm Water Drainage” under Section 21, 24 and 25 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session, accepting the presentation on the Elbow Valley West Storm Water Drainage be received as information.
  • Council moved into a closed session to consider the confidential item “Rocky View Foundation Letter of Support” under Section 21 and 24 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session, and approved the financing package offered to the Rocky View Foundation by ATB Financial and directed Administration to send a letter of support indicating Rocky View County’s approval.
