Council Decisions: September 1, 2020

Here is a brief summary of the decisions of Rocky View County Council at the September 1, 2020 Council Meeting. This is a general overview of decisions only. Details of the agenda items can be found in the meeting’s agenda and details on the specifics of the decisions can be found in the minutes of this meeting, both on the Meetings & Hearings page. General Business

  • Council voted that Wheatland County’s proposed Rural Municipalities of Alberta “Support for Alberta Farmland Trust” resolution be seconded by Rocky View County at the upcoming District Two Meeting.
  • Council approved Development Permit Application PRDP PRD20200545 to allow for a solar farm, placement of two officer/site trailers, and signage in accordance with the conditions of approval.
  • Council approved conditions for the County’s 2020 Tax Sale including the acceptance of cash or certified cheque, a deposit of 10% of bid at the time of the sale (December 4, 2020) and that the remaining 90% balance of the bid, plus GST, be paid within 30 days of receipt.
  • Council approved a budget adjustment to allocate $4,684,300 in Municipality Stimulus Program funding from the Government of Alberta. Funds will be allocated to capital lifecycle improvements to County pathways and trails, paving required for Bragg Creek trails and pedestrian connectivity, the Langdon Fieldhouse water tie-in, Cross Iron Drive widening and overlay, and a water line extension to Prince of Peace lands.
  • Council approved a Motion first read into the record on July 28, 2020 directing Administration to prepare the terms of reference to initiate an amendment to the Balzac East Area Structure Plan to include 465 acres of land located at the northeast corner of Range Road 291 and Highway 566 owned by 1248494 Alberta Ltd.
  • Council voted to appoint Councillor Kissel to the Assessment Review Board for a term expiring at the 2021 organizational meeting. Council also approved Bylaw C-8076-2020 amending the existing Assessment Review Board Bylaw to increase the board’s compliment from five members to 15 for a term up to three years and in a manner that the expiry dates of appointments are staggered. This will ensure all assessment complaints are heard by the end of 2020 as required by the Municipal Government Act.
  • Council granted authorization to the CAO to execute the Water Utility Franchise Agreement between Rocky View County and Calalta Waterworks Ltd. to provide water utility services in Springbank. Council also approved Bylaw C-8015-2020 prohibiting any person other than Calalta Waterworks Ltd. from providing water services within Springbank.
  • Council received, for information, an update on the 2020 Council Priorities and Significant Issues list, including all active, ongoing and pending priorities and initiatives to assist council on the status of business items.
  • Council approved a Motion Arising, directing Administration to prepare a budget adjustment to include the addition of a pedestrian bridge component to the proposed road bridge replacement project in West Bragg Creek into the current 2020 budget and enter into a cost contributing agreement with the Greater Bragg Creek Trails Association for project costs.
  • Council discussed the Electoral Boundary and Council Composition Bylaw Report from third-party consultants ISL Engineering and Land Service Inc., and directed Administration to release the report to the public via the County website by September 4, 2020.

Planning and Development

  • Division 5 – File PL20180106 (04319010/9048/9071/9090/9091/9137/9112/9199), Bylaw C-8039-2020, Redesignation Item: Site Specific Amendments to DC-11in order to allow Accessory Buildings, Private Clubs and Organizations (Multi-Purpose Building), and Utilities on the common properties within the existing Prince of Peace development. Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan, Conrich Area Structure Plan, Prince of Peace Master Site Development Plan, and in conjunction with File PL20200026 (04319004/9009/9202) below. Approved.
  • Division 5 – File PL20200026 (04319004/9009/9202): Amendment of the existing Prince of Peace Master Site Development Plan, in order to facilitate the creation of interim ownership for three lots to accommodate separate title for the existing three buildings and remainder lands. Considered under the Conrich Area Structure Plan, Prince of Peace Master Site Development Plan, and in conjunction with File PL20180106 (04319010/9048/9071/9090/9091/9137/9112/9199) above. Approved.
  • Division 1 – File PL20200064 (03927001), Bylaw C-8061-2020, Redesignation Item:  Agricultural, General District to Agricultural, Small Parcel District in order to facilitate the creation of a ± 60.00 acre parcel with a ± 80.70 acre remainder. Considered under the County Plan. Approved.
  • Division 2 – File PL20200004 (04723003/198), Bylaw C-8036-2020: To adopt the Buckley Conceptual Scheme to provide a policy framework to guide future redesignation, subdivision and development proposals within a portion of NW-23-24-03-W05M. Considered under the Calgary Metropolitan Region Board Regional Growth Plan, Central Springbank Area Structure Plan, and in conjunction with File PL20200003 (04723003/198) below. Approved.
  • Division 2 – File PL20200003 (04723003/198), Bylaw C-8035-2020, Redesignation Item: Residential, Rural District to Residential, Country Residential District to accommodate the Buckley Conceptual Scheme. Considered under the Central Springbank Area Structure Plan, and in conjunction with File PL20200004 (04723003/198) above. Approved.

First Readings

  • Division 9 – File PL20200066 (06818002, 06818003, 06818004, 06913001, 06913003, 06914001, 06914002, 06915001), Bylaw C-8073-2020: Special – Natural Resources Redesignation to redesignate portions of three parcels, and five whole parcels totaling ± 391.10 hectares (± 966.43 acres) from Agricultural General District to Special Natural Resources for aggregate extraction. First Reading approved.
  • Division 9 – File PL20200089 (06826039), Bylaw C-8075-2020: Residential Redesignation to redesignate the subject land from Residential Rural District to  Residential Country Residential District, in order to facilitate the creation of one ± 1.99 acre parcel with a ± 1.99 acre remainder. First Reading approved.
  • Division 2 – File PL20200078 (05707130/31/32/33/34/35/36/37/38/39/40/41/42/43/44/ 45/46/47/48/49/50/51/52/53/54/55/56/57/58/59/60/61/62/63/64/65/66/67), Bylaw C-8079-2020: Site-Specific Amendments to DC-129 to redesignate 38 properties in Harmony Stage 4A from Village Residential 1 Development Cell to Village Residential 2 Development Cell to allow for additional variety of residential development in the area. First Reading approved.
  • Division 2 – File PL20200079 (05707001/7002), Bylaw C-8080-2020: Site-Specific Amendments to DC-129 to redesignate a portion of Harmony Stage 4B from Village Residential 1 Development Cell to Village Residential 2 Development Cell to allow for additional variety of residential development in the area. First Reading approved.
  • Division 7 – File PL20190177 (06507009), Bylaw C-8081-2020: Institutional Redesignation to redesignate the subject land from Residential Rural District to Special, Public Services District, in order to facilitate the development of a religious assembly. First Reading approved.

Closed Session

  • Council moved into a closed session to consider the confidential item “Legal Matter – Subdivision Application PL20190089” under Section 23, 24 and 27 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session, with no resulting follow-up action.
  • Council moved into a closed session to consider the confidential item “Horse Creek Water & Sewer Update” under Section 24 and 25 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session, and directed Administration to continue its negotiations with Horse Creek Water & Waste Services Inc. under the terms outlined in confidential report RVC2020-30.
  • Council moved into a closed session to consider the confidential item “Legal Matter – Opinion re: Public Hearings” under Section 24 and 27 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session, with no resulting follow-up action.
