Council Decisions: December 10, 2019

Here is a brief summary of the decisions of Rocky View County Council at the December 10, 2019 Council Meeting. This is a general overview of decisions only. General Business

  • Council directed Administration to begin the formal application and engagement process to change the status of Rocky View County from Municipal District to Specialized Municipality in accordance with the Municipal Government Act and to inform the Minister of Municipal Affairs.
  • Council approved the Terms of Reference for the preparation of an Inter-municipal Collaboration Framework with the Town of Crossfield in accordance with recent Municipal Government Act amendment requirements. 
  • Council received, for information, a report listing unfunded infrastructure requests identified at the November 4, 2019 Special Council Meeting and estimated costs for each. Council directed Administration to prepare a consolidated list of unfunded items for Council’s consideration during budget finalization in April 2020. 
  • Council approved the 2020 Draft Operating and Capital Base Budget inclusive of budget adjustments, and received, for information, the 2020-2022 Operating Plan and the 2020-2024 Capital Plan. 
  • Council directed Administration to proceed with a transfer from the Tax Stabilization Reserve in the amount of $3,089,204.82 for repayment of 2019 capital infrastructure debt relating to water and wastewater systems. 
  • Council received, for information, a report from Capital Project Management for the Bragg Creek Flood Mitigation Project, including design changes and construction cost differentials between 2015 and 2019. The project is fully funded by the Federal and Provincial Government.
  • Council received, for information, a report from Operations Services concerning Off-Site Levy Bylaws Update – Additional Scenarios. Council directed Administration to bring forward proposed off-site levy bylaws for First Reading.
  • Council received, for information, a report from Capital Project Management concerning the West Balzac Preliminary Engineering review in order to proceed with extension of County water and wastewater servicing from Balzac East to Balzac West. 
  • Council directed Administration to finalize a draft Terms of Reference for the Glenmore Trail Area Structure Plan to be brought forward to Council within three months for adoption, and to also return to Council with a budget adjustment for the plan that includes the consideration of landowner contributions.
  • Council received, for information, a quarterly report from Utility Services, including completed and ongoing projects, and instances of environmental compliance between June 1 and September 20, 2019.
  • Council received, for information, a quarterly report from Capital Project Management, including newly awarded and completed contracts, ongoing major capital projects and an update of the Annual Road Program.
  • Council rescinded Water Supply for Fire Protection for East Balzac Commercial/Industrial Development Policy C-445, as its requirements are adequately covered in section 600 of the Rocky View County Servicing Standards (2013).
  • Council approved general updates to the Servicing Standards Policy C-412 as part of their regular policy review process. 
  • Council rescinded Locomotive Whistle Cessation Policy C-455, as its requirements would be more appropriate within an Administrative Policy.
  • Council rescinded Stubble Burning Policy C-505, and Weed/Invasive Plant Awareness, Enforcement and Control Policy C-507. Additionally, Council repealed Stubble Burning Bylaw C-5753-2003 as outlined in Bylaw C-7972-2019. 
  • Council rescinded License of Occupation for County Lands Policy C-314 as its requirements are adequately covered in Administrative Procedure PRO-314.
  • Council rescinded Insurance Requirements for Use of Municipally-Controlled Property or Land Policy C-210 as insurance coverage requirements are provided by the County’s insurance provider at the agreement stage of any project.
  • Council approved general updates to Personnel Management Policy C-107 as part of their regular policy review process.
  • Council approved general updates to Specialized Transportation Assistance Grant Policy C-102 as part of their regular policy review process.
  • Council approved general updates to Commemorative Program - Purchase of Commemorative Item(s) Policy C-315 (now named Parks Tribute Policy C-315) as part of their regular policy review process. 
  • Council approved general updates to Pathways and Trails Policy C-318 (now named Pedestrian and Cycling Network Development Policy C-318) as part of their regular policy review process.
  • Council approved a motion directing Administration, in consultation with the Highway 8 Development Group, to prepare a Terms of Reference for a new developer-funded Highway 8 Area Structure Plan, including budget adjustment, and return to Council within three months for consideration.
  • Council voted to not proceed with a Terms of Reference for the proposed Highway 22 & Highway 567 Area Structure Plan, but that the plan be revisited after the Municipal Development Plan is completed.
  • Council approved a motion directing Administration to prepare a Terms of Reference for the proposed Highway 1 Area Structure Plan, including budget adjustment, and return to Council within three months for consideration.
  • Council approved Bylaw C-7971-2019, to adopt an Inter-municipal Collaboration Framework between Mountain View County and Rocky View County.

  • Division 7 – File PL20190036 (06421007), Bylaw C-7938-2019, Redesignation Item: Residential Two District to Residential One District at Range Road 293A in order to facilitate the creation of a 2.03 acre parcel (Lot 1) with a 2.29 acre remainder. Considered under the City of Airdrie/Rocky View County Inter-municipal Development Plan and the Balzac East Area Structure Plan. Approved.
  • Division 4 – File PL20180149 (03214108), Bylaw C-7862-2019, Redesignation Item: Site-Specific Amendment to DC-85 to reduce the side yard setback requirement from 1.50 meters (4.92 feet) to 0.39 meters (1.28 feet) in order to allow an existing structure to remain. Considered under the Calgary Metropolitan Region Board Regional Growth Plan, the Langdon Area Structure Plan, and the Boulder Creek Conceptual Scheme. Approved.
  • Division 4 – File PL20190101 (03222172), Bylaw C-7939-2019, Redesignation Item: Site-Specific Amendment to DC-75 to reduce the side yard setback requirement from 1.52 metres (5.00 feet) to 0.95 metres (3.12 feet) in order to allow an existing cantilever extension to remain. Considered under the Calgary Metropolitan Region Board Regional Growth Plan, the Langdon Area Structure Plan, and the Langdon Crossing West Conceptual Scheme. Approved.

  • Council moved into a closed session to consider the confidential item “Water and Wastewater Servicing at Cochrane Lakes” under section 24 and 25 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session with no resulting motion.
  • Council moved into a closed session to consider the confidential item “Personnel Matter” under section 17 and 19 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session, and voted to amend the Chief Administrative Officer’s contract.
