Council Decisions: November 26, 2019

Here is a brief summary of the decisions of Rocky View County Council at the November 26, 2019 Council Meeting. This is a general overview of decisions only. General Business

  • Consideration of Third and Final Reading to amend Appeal and Review Panel Bylaw C-7952-2019. Approved. Councillor Daniel Henn appointed as Chair of the Subdivision and Development Appeal Board and the Enforcement Appeal Committee for a one-year term to expire in October 2020.
  • Council received, for information, quarterly financial statements and supporting summaries for the period ending September 30, 2019.
  • Council approved a $100,000 budget adjustment to retain an independent consultant to deliver options for the Electoral Boundary and Governance Structure Review to commence in December 2019.
  • Council received, for information, a report listing surplus County-owned fee simple land for the purpose of annual work plans and future sale consideration and directed Administration to continue to prepare these plans for Council’s consideration.
  • Council rescinded Disbursements Policy C-205, as its requirements are better aligned as an administrative procedure.
  • Council rescinded Tangible Capital Assets Policy C-216, as its requirements are adequately covered in Administrative Policy A-216.
  • Council approved general updates to the Late Tax Payment Penalty Cancellation Policy C-204 as part of their regular policy review process.
  • Council approved general updates to the Community Recreation Funding Policy C-317 as part of their regular policy review process.
  • Council approved general updates to the Utility Placement within Municipal Road Allowances Policy C-436 as part of their regular policy review process.
  • Council approved general updates to the Flood Response Policy C-454 as part of their regular policy review process.
  • Council voted to table the rescindment of Capital Priorities Policy C-460 until an administrative policy is in place.
  • Council voted to table the rescindment of Storm Drainage Improvements Policy C-459 until an administrative policy is in place.
  • Council voted on the continued enforcement of Mountain Ridge Place Waterline Bylaw C-6034-2005 without amendments. Council then approved a motion arising to direct Administration to write a letter to the residents of Mountain Ridge Place to clarify the terms of the local improvement tax.
  • Council approved a motion directing Administration to assess the feasibility of creating authorized truck haul routes and/or agreements to minimize the negative impacts from heavy truck traffic on specified County roads.
  • Council received, for information, a quarterly report from Agricultural and Environmental Services, including a general briefing of activities, inspections and programs completed between July and October of 2019, and a forecasting of activities expected through to 2019-year end.
  • Council approved Bylaw C-7967-2019 in relation to the establishment of a new Municipal Planning Commission. Council then approved a motion to direct Administration to develop an amendment to the Board and Committee Remuneration Policy C-221 to include the Municipal Planning Commission.
  • Council received, for information, a quarterly report from Operational Services, including a general briefing of activities and projects, both ongoing and completed, between July and September of 2019, and a forecasting of activities expected through to 2019-year end.
  • Council received, for information, a quarterly report from Planning and Development Services, including policy and statutory plan updates and key statistics on planning applications, development compliance issues, and permit applications.
  • Council voted to approve Public Notification Bylaw C-7860-2019 to allow the County to choose other methods to advertise proposed bylaws, resolutions, meetings, public hearings and other items referred to in Section 606 of the Municipal Government Act and provide greater flexibility in how it notifies residents on matters of public interest.

  • Division 4 – File PL20190108 (03232002), Bylaw C-7934-2019, Redesignation Item: Farmstead District to Residential One District in order to facilitate the creation of a ± 3.00 acre parcel (Lot 1) with a ± 3.52 acre remainder (Lot 2). Considered under the Calgary Metropolitan Region Board Regional Growth Plan. Approved.
  • Division 2 – File PL20170170/ PL20170171 (04717004/04717005), Bylaw C-7863-2019 and Bylaw C-7864-2019, Conceptual Scheme and Redesignation Item: River Edge Conceptual Scheme, New County Residential Community, Ranch and Farm District to Direct Control District to provide a policy framework to guide the development of a 49-lot country residential community on the subject lands. Considered under the Calgary Metropolitan Region Board Regional Growth Plan, the South Saskatchewan Regional Plan, and the Rocky View County/City of Calgary Inter-municipal Development Plan. Approved.
  • Division 1 – File PL20190034 (03901003), Bylaw C-7920-2019, Redesignation Item: Agricultural Holdings District to Residential One District and Residential Three District in order to facilitate the future creation of a ± 1.24 hectare (± 3.06 acre) parcel, a ± 1.34 hectare (± 3.31 acre) parcel with a ± 5.34 hectare (± 13.20 acre) remainder. Considered under the Greater Bragg Creek Area Structure Plan. Approved.
