Council Decisions: April 30, 2019

Here is a brief summary of the decisions of Rocky View County Council at the April 30, 2019 Council Meeting. This is a general overview only. General Business

  • Council approved a series of adjustments to the 2019 Budget. The changes reduced the 2019 budget by $176,800, leaving a total budget surplus of $682,800.
  • Council voted to apply the 2019 anticipated surplus of $682,800, plus $34,525 from the Tax Stabilization Fund, to reducing the planned 2019 tax increase from three percent to two percent.
  • Council approved a special recreation levy for residents of Langdon in the amount of 0.01006 percent of property value. The levy will bring in a total of $88,600 from all properties in the hamlet, to be used for recreational services within Langdon.
  • Rocky View County Council voted to approve the 2018 Audited Financial Statements prepared by Rocky View County’s external auditors, MNP LLP. The independent, external auditors presented their report without qualification (no concerns on the statements fairly presenting the financial position of the County). The Audited Financial Statements will be shared with the Province of Alberta as required under the Municipal Government Act, and have been posted on the County’s website.
  • Council voted to direct Administration to discontinue its current look at high-speed Internet service in the County, and instead fund a more detailed examination of Internet service provision. The new approach will provide more information on costs and options for bringing high-speed Internet to the County. The County will apply for Provincial Community and Regional Economic Support (CARES) funding for half the $165,000 anticipate cost of the study. The County’s share of funding will come from the Tax Stabilization Reserve.
  • Rocky View County Council appointed Fire Guardians for the 2019 season. Fire Guardians assist the County in issuing Fire Permits.

Planning & Development

  • Council voted to request additional information on amendments to the Janet Area Structure Plan, and consider the Terms of Reference for potential amendments at a future Council meeting.
  • Council voted to cancel the creation of an Aggregate Resource Extraction Policy, and that Administration be directed to consider each future resource extraction application on its own merits through relevant land use and development permit processes.
  • Division 9 – File PL20180142 (07802005), Bylaw C-7868-2019, Re-designation Item: Site-Specific Amendment to Direct Control Bylaw C-5911-2004 (DC-96) to include mini storage as an approved use. Considered under the Calgary Metropolitan Region Board Interim Growth Plan, the County Plan, and the Direct Control Bylaw. Approved.
  • Division 7 – File PL20180158 (06403001), Bylaw C-7872-2019, Re-designation Item: Site-Specific Amendment to Bylaw C-7872-2019 (DC-99) to include Cannabis Cultivation and a Cannabis Facility as an approved use. Considered under the County Plan, the Balzac East Area Structure Plan, and the McLellan Business Park Conceptual Scheme. Approved.
  • Division 5 – File PL20180095 (03332014/03332017), Bylaw C-7866-2019, Re-designation Item: Residential Two District to Industrial/Industrial Activity District. Considered under the Janet Area Structure Plan, the County Plan, and the Rocky View County/City of Calgary Inter-Municipal Development Plan. Approved.
  • Division 9 – File PL20180114, Further Consideration of Bylaw C-7839-2018, Road Closure of a Portion of Parcel B on Plan 8732H.X. First reading was granted on November 27, 2018, and the Bylaw was sent to the Alberta Minister of Transportation for approval before final Council consideration. Provincial approval was granted. Approved.
  • Division 2 – File PL20180075, Further Consideration of Bylaw C-7826-2018, Road Closure of a Portion of Road Shown on Plan 741 0359. First reading was granted on November 15, 2018, and the Bylaw was sent to the Alberta Minister of Transportation for approval before final Council consideration. Provincial approval was granted. Approved.

Subdivision

  • Division 6 – File PL20190022 (09412003), Subdivision Item: First Parcel Out. Considered under the County Plan, the Land Use Bylaw and the Interim Growth Plan. Approved by the Subdivision Authority.
