General Business

Council voted to deny the request for late tax payment penalty cancellation from the owner of Tax Roll 04619123 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.

Council voted to approve the request for late tax payment penalty cancellation from the owner of Tax Roll 05710029 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.

Council voted to approve the request for late tax payment penalty cancellation from the owner of Tax Roll 07626003 and 07626004 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.

Council voted to deny the request for late tax payment penalty cancellation from the owner of Tax Roll 05736167 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.

Council voted to deny the request for late tax payment penalty cancellation from the owner of Tax Roll 06606078 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.

Council voted to approve the request for late tax payment penalty cancellation from the owner of Tax Roll 09501002 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.

Council voted to deny the request for late tax payment penalty cancellation from the owner of Tax Roll 04329436 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.

Council voted to approve a budget adjustment of $2,330,000 for the intersection improvements at Highway 1A and Lochend Road. This joint partnership with Alberta Transportation and Economic Corridors will substantially enhance traffic flow and safety at this key regional intersection.

Planning and Development

Division 6 – File: PL20250005/6 (02217004/6005), Bylaw C-8689-2025, Local Plan & Redesignation Item: To assess the proposed Serenity Golf Club Master Site Development Plan, and redesignation of the subject lands. PL20250006: To approve Serenity Golf Club Master Site Development Plan to guide development within NE-17-22-27-W04M and NW-16-22-27-W04M (Zephyr 18-Hole Course). PL20240005: To redesignate the subject lands from Agricultural General District to Business, Recreation District to allow for an 18-hole expansion to the existing golf course use on adjacent lands. Considered under the Municipal Development Plan. Approved.

Division 5 – File: PL20220082/109/PL20230150 (06516040/06516042), Bylaw C-8690-2025, Bylaw C-8691-2025, & Bylaw C-8692-2025, Redesignation Item: To assess the following applications: PL20220109 – To amend the Calterra Estates Conceptual Scheme (Bylaw C-5208-2000) to facilitate redesignation of Lots 12 and 14, Block 2, Plan 1310907 within NE-16-26-01-W05M from Residential, Rural District to Residential, Country Residential District to allow for future subdivision. PL20220082 – To  redesignate Lot 12, Block 2, Plan 1310907 within NE-16-26-01-W05M from Residential, Rural District to Country Residential District to facilitate future subdivision of one new parcel. PL20230150 – To redesignate Lot 14, Block 2, Plan 1310907 within NE-16-26-01-W05M from Residential, Rural District to Country Residential District to facilitate future subdivision of one new parcel. Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan, and the Calterra Estates Conceptual Scheme. Approved.

Division 4 – File: PL20250062 (08707002), Bylaw C-8688-2025, Redesignation Item: To assess the redesignation of the subject lands from Residential, Rural District (p4.0) to Agricultural, General District and Residential, Rural District to facilitate a future boundary adjustment. The proposed redesignation would facilitate a reduction in the size of the residential parcel and transfer of the adjacent creek bed, which is used for cattle grazing, to the larger agricultural remainder for continued agricultural use. Considered under the Municipal Development Plan. Approved.

Division 5 – File: PL20240179/0180 (07507003), Bylaw C-8656-2025, Local Plan & Redesignation Item: To assess proposed site-specific amendments to Eco Park Master Site Development Plan, and amendment of Direct Control District 157 covering the subject lands, which are owned by the City of Airdrie. The application is proposed to allow for the repair and maintenance of Airdrie Festival of Lights assets which are currently stored on the site. Considered under the Eco Park Master Site Development Plan, and Direct Control District 157. Approved.

Division 5 – File: PL20240129 (05323004), Bylaw C-8669-2025, Redesignation Item: To assess redesignation of a ± 6.11 hectare (± 15.11 acre) portion of the subject lands from Agricultural General District to Commercial, Local Rural District to facilitate permitting an automotive services business, a tire repair and replacement centre. The application is in response to enforcement action. Considered under the Municipal Development Plan. Refused.

Division 5 – File: PL20250021 (06306008), Road Plan Closure Application: To assess the proposed closure of a ±7.7 square metre (±82.9 square foot) portion of Road Plan 241 1396 for the purpose of facilitating future consolidation with the portion in NW-06-26-28-W04M. Considered under the Municipal Government Act and Road Allowance Closure and Disposal Policy C-443. Approved.

Division 4 – File: PL20220187 (05632103), Subdivision Item: To assess a proposed subdivision of the subject lands to create a ± 2.33 hectare (5.76 acre) parcel with a ± 4.06 hectare (10.04 acre) remainder. Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan, and the Bearspaw Area Structure Plan. Approved with conditions.

Division 4 – File: PL20240218 (07628005), Subdivision Item: To assess the proposed subdivision of the subject lands to create one new parcel and a remainder, both ± 8.09 hectares (± 20.00 acres) in size. Considered under the Municipal Development Plan. Approved.

Closed Session

Council moved into a closed session to consider the confidential item “Bottrel Park Land Use” under Sections 29 and 30 of the Access to Information Act (ATIA). Council moved back into the public session and voted to receive Closed Session Report RVC2025-47 for information and directed Administration to make the report public by publishing it on the County’s website.
