Here is a summary of the decisions of Rocky View County Council at the September 16, 2025 Council Meeting. This is a general overview of decisions. General Business
Council voted to approve the County’s application for a Forest Resource Improvement Association of Alberta (FRIAA) grant in support of 2026 Vegetation Management Projects to further enhance wildfire resiliency and emergency management in the west regions of Rocky View County.
Council voted to direct the Reeve to send a letter to the Minister of Public Safety and Emergency Services seeking approval to establish a municipal policing committee for the hamlet of Langdon instead of a regional policing committee, in accordance with section 28.04(2) of the Police Act.
Council voted to approve the County-sponsored Rural Municipalities of Alberta (RMA) resolution titled “Sustainable Provincial Recreation Strategy” to be considered at the Fall 2025 RMA Resolution Session in November 2025 that would request that RMA advocate to the Government of Alberta for the creation of a multi-stakeholder working group that would develop a comprehensive provincial recreation infrastructure and services strategy.
Council voted to approve the allocation of $8.2 million in proceeds from the sale of the Chestermere Regional Recreation Centre to a Langdon Recreation Building Reserve Fund, which would be dedicated to financing the construction of the Langdon Recreation Centre.
Council voted to approve a budget adjustment of $1.4 million from the Local Government Fiscal Framework Grant to complete ditch widening and culvert reconstruction within the Hamlet of Dalroy.
Planning and Development
Division 4 – File: PL20250053 (07826005), Bylaw C-8668-2025, Redesignation Item: To assess redesignation of the subject lands from Agricultural General District to Agricultural, Small Parcel District (p19.0) to facilitate future subdivision of one ±19.47 hectare (±48.00 acre) lot. Considered under the County Plan. Approved.
Division 6 – File: PL20250075 (03325001), Bylaw C-8674-2025, Redesignation Item: To assess redesignation of a portion of the subject lands from Agricultural, Small Parcel District to Agricultural, Small Parcel District (p8.1) to facilitate a future boundary adjustment resulting in one ±8.1 hectare (±20.00 acre) lot and remainder. Considered under the County Plan. Approved.
Division 7 – File: PL20240185 (03223952), Bylaw C-8654-2025, Direct Control Item: To assess a site-specific amendment to the direct control Bylaw C-6136-2005 affecting the subject lands to reduce the minimum front yard setback requirement from 6.00 metres (19.70 feet) to 5.98 metres (19.62 feet) to allow the existing Dwelling, Single Detached to remain. The application is the result of a compliance review of a real property report submitted by the Applicant. Considered under the Langdon Area Structure Plan and Langdon East Conceptual Scheme. Approved. Council then approved a Motion Arising to refund the redesignation fee of $2,100.
Division 5 – File: PL20250016/19 (06411001), Bylaw C-8650-2025 and Bylaw C-8651-2025, Local Plan and Redesignation Item: To assess the Conceptual Scheme amendment and Redesignation applications that facilitate light industrial development located within the Balzac East Area Structure Plan. PL20250016 – To amend the Rosemont Conceptual Scheme Cell B to update development concept and servicing strategy, in order to facilitate future industrial development. PL20250019 – To redesignate one of the Special, Public Service District parcels to Industrial, Light District, in order to facilitate the creation of one ± 12.18 hectare (± 30.10 acres) heavy industrial lot, one ± 1.20 hectare (± 2.98 acres) light industrial lot, and one ± 0.40 hectare (± 0.99 acres) public utility lot. Considered under the Balzac East Area Structure Plan and the Rosemont Conceptual Scheme. Council approved Bylaw C-8650-2025 with amendments and approved Bylaw C-8651-2025.
Division 2 - File: PL20240105/0106, Bylaw C-8682-2025, Local Plan and Redesignation Item: To assess the proposed Horton’s Hollow Master Site Development Plan, and redesignation of the subject lands. PL20240106 – To guide current and future development within SW-23-25-04-W05M (Horton's Hollow Driving Range & 12-Hole Golf Course). PL20240105 – To redesignate the subject lands from Agricultural General District to Residential, Rural District (p3.0) and Special, Public Service District (p58.5) to allow for an existing residence and an existing golf course use to continue on the lands. Considered under the Balzac East Area Structure Plan and the Rosemont Conceptual Scheme. Approved.
Division 6 – File: PL20240196 (03219028), Local Plan Item: To assess an amendment to the Lao Buddhist Temple Master Site Development Plan for the subject lands to provide guidance for a new building on the lands. The subject parcel is currently designated as Special, Public Service District. This application was drafted to supplement the existing Lao Buddhist Temple Master Site Development Plan (MSDP), which was approved by Council in September 2019. The original MSDP did not anticipate the construction of a new building in place of the existing accessory structure (garage) to facilitate religious gatherings. Considered under the County Plan. Approved.
Council voted to approve Bylaw C-8684-2025 Water and Wastewater Utility Rate Review, intended to amend the 2025 Master Rates Bylaw C-8609-2025 to reflect a 10% inflationary increase to the water and wastewater rates effective January 1, 2026, to account for inflation and reduce the amount of tax-based subsidy during the completion of the Utility Business Plan scheduled for completion by Q3 of 2026.
Council voted to approve Municipal Development Plan Bylaw C-8653-2025 with amendments, intended to provide a 20-year vision for growth and development across the County, and outline a set of goals, objectives, performance indicators, and action items to implement and achieve that vision. Council did not approve Bylaw C-8685-2025 intended to amend Subdivision Authority Bylaw C-8275-2022, removing section 5(2) thereby no longer requiring subdivision applications with an objection from a neighbour or other identified agency to be referred to Council for a decision.
Division 6 – File: PL20240024 (04329188), Subdivision Item: To assess a proposed subdivision of the subject lands to create a ±5.34 hectare (±13.20 acre) parcel with a ±7.87 hectare (±19.45 acre) remainder. The subject lands currently have a split zoning, with both the Industrial, Light and Agricultural, Small (p12.1) land use districts covering the property. The proposed subdivision would result in two individual parcels each aligned with their respective land use boundaries and the Conrich Hamlet boundary recently confirmed by the Conrich Area Structure Plan Future Policy Area amendments adopted on July 15, 2025. Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan and the Conrich Area Structure Plan. Approved with conditions.
Division 5 – File: PL20250032 (05327004), Subdivision Item: To assess a proposed subdivision of the subject lands to create a ±7.93 hectare (±19.60 acre) parcel (Lot 1) with a ±56.82 hectare (±140.40 acre) remainder (Lot 2). Considered under the County Plan. Council voted to refuse the application as: 1) it does not comply with the MDP; 2) it does not comply with section 654(1)(b) of the Municipal Government Act.
Closed Session
Council moved into a closed session to consider the confidential item “Chief Administrative Officer Performance Evaluation (RVC2025-39)” under Sections 20 and 22 of the Access to Information Act (ATIA). Council moved back into the public session and voted to give direction as identified in Mandate 1.
