Council Decisions: Special Council Meeting, June 18, 2025

Here is a summary of the decisions of Rocky View County Council at the June 18, 2025 Special Council Meeting. This is a general overview of the meeting. Public Hearing

The purpose of the Special Council Meeting was to consider the following items:

  • The Aggregate Development Performance Standards Policy (Policy C-711) to recognize and establish consistent performance criteria for aggregate related applications.
  • Public hearing to consider Bylaws C-8633-2025 and C-8634-2025, to amend the Municipal Development Plan (Bylaw C-7280-2013) and Land Use Bylaw (Bylaw C-8000-2020) to adopt policies for the regulation of aggregate extraction and processing. Learn more here.
  • Public hearing to consider Bylaw C-8635-2025, to adopt the Aggregate Site Monitoring Bylaw to establish a standard for inspections of aggregate sites within Rocky View County.

Council voted to refer Bylaws C-8633-2025, C-8634-2025, and C-8635-2025 to Administration to allow Council to submit proposed amendments to the draft bylaws, to return to Council for consideration at the July 15, 2025 Special Council Meeting. If the amendments, to be submitted by Council by Monday, June 23, 2025, are substantive, a public hearing will be held for these bylaws at this meeting.

Council also voted to postpone the Aggregate Development Performance Standards Policy C-711, to the July 15, 2025 Special Council Meeting.

Previous Information

In August 2023, the County established the ARP Stakeholder Advisory Committee to provide recommendations on aggregate management. The Committee included representatives from industry and residents to ensure a balanced perspective.

The Committee submitted their final report in spring 2024, which consisted of two parts: six consensus-based recommendations for Council consideration and a summary of key issues where consensus could not be reached. The County hosted public engagement events to gather feedback on the report’s recommendations.

On July 23, 2024, following a review of the ARP Stakeholder Advisory Committee’s recommendations and public feedback, Council directed Administration to analyze the feasibility of implementing the consensus-based recommendations. The analysis was presented on October 8, 2024, alongside a revised Terms of Reference (TOR) identifying the next steps to move the project forward. The revised TOR was approved by Council and outlined that the project would consider five of the six recommendations, along with two items identified in the areas of non-consensus.
