Here is a summary of the decisions of Rocky View County Council at the May 20, 2025 Council Meeting. This is a general overview of decisions only. General Business
Council voted to direct the Reeve to send a letter to the Town of Strathmore’s Council inviting them to establish a joint municipal policing committee with the County. Council then directed Administration to seek ministerial approval to establish a joint municipal policing committee should Strathmore Council accept the invitation. If ministerial approval is granted, Council directs the Division 7 Councillor and Administration to negotiate the required legislative framework and cost-sharing agreement with the Town of Strathmore, with the finalized proposal to be brought back to Council for approval.
Council approved the Kineticor Area Structure Plan Terms of Reference and associated budget adjustment of $50,000 for the Kineticor Area Structure Plan project, which is intended to outline a plan for the land use and servicing of the site as a data centre complex, and anticipated to accommodate data centre buildings and a 900MW power generation facility.
Council voted to approve the terms of reference for the Langdon Servicing Technical Review Committee initiated by Langdon Waterworks, which will provide oversight, feedback and recommendations on infrastructure planning for lands immediately in the vicinity of the Hamlet of Langdon.
Council approved the updated Planning Project Ranking list in Schedule A of Planning Project Prioritization Policy C-322. Council then directed Administration to include a budget request related to the Policy C-322 project ranking list for Council’s consideration during the 2026 budget deliberations.:
Council voted to appoint Deputy Reeve Kochan as the Chair of the newly formed Capital Committee for a term to expire at the 2025 organizational meeting.
Council voted to approve Community Recreation Off-Site Levy Bylaw C-8550-2024, with amendments, intended to provide a new source of funding to support a broader range of required services to residents in new developments and assist with future financial sustainability as the County continues to grow.
Planning and Development
Division 2 – File: PL20240162 (04618003) and PL20240191 (04619016), Bylaw C-8631-2025 and Bylaw C-8632-2025, Local Plan and Redesignation Item: To assess the Conceptual Scheme and Redesignation applications that facilitate residential development located within the Springbank Area Structure Plan. PL20240162 – To adopt the Heights Conceptual Scheme that provides a policy framework to guide future residential development, containing 13 residential lots ranging from 2 to 4 acres on ± 15.41 hectares (± 38.08 acres) of land. PL20240191 – To redesignate the subject lands from Agricultural, Small Parcel District (p8.1) and Residential, Rural District, to Residential, Country Residential District and Special, Public Service District, to facilitate the creation of 13 residential lots and 1 public utility lot. Considered under the Springbank Area Structure Plan. Approved.
Division 7 – File: PL20240209 (03215004), Bylaw C-8623-2025, Redesignation Item: To assess the redesignation of a portion of the subject land from Agricultural, General District to Residential, Mid-Density Urban District, Special, Public Service District, Special, Parks and Recreation District, and Special, Natural Open Space District, to facilitate future subdivision and development of Phases 5 to 8 of the Bridges of Langdon Conceptual Scheme. Considered under the Langdon Area Structure Plan and Bridges of Langdon Conceptual Scheme. Approved.
Division 4 – File: PL20240029/30 (05725006/07/08/11-14/17/31-33/37/42), Bylaw C-8592-2024 and Bylaw C-8593-2024, Local Plan and Redesignation Item: To consider the proposed Section 25 Conceptual Scheme and redesignation application to facilitate country residential development within the Bearspaw Area Structure Plan. PL20240029 – To consider the Section 25 Conceptual Scheme and Fasakin Estates appendix that will provide the policy framework to guide future redesignation and subdivision applications for country residential lots within the subject quarter section. PL20240030 – To redesignate two lots within the conceptual scheme area as guided by the proposed Fasakin Estates appendix to the conceptual scheme. The land use amendment contemplates the change from the Agricultural, Small Parcel District (p8.1) and Residential, Rural Residential District to Residential, Country Residential District to facilitate the creation of 14 parcels ranging in size from ±0.80 hectares (±1.98 acres) to ±1.63 hectares (±4.03 acres). Considered under the Bearspaw Area Structure Plan. Approved.
Division 3 – File: PL20240205 (06822002/5/6/7/11/20), Subdivision Item: To assess a proposed subdivision of the subject lands to create 254 residential lots, 7 municipal reserves, and 3 public utility lots of the subject land for Neighbourhood C Conceptual Scheme Phase 1. Considered under the Town of Cochrane/Rocky View County Intermunicipal Development Plan, Cochrane North Area Structure Plan, Cochrane Lake Hamlet Plan Area Structure Plan, Cochrane Lake Hamlet Plan, and the Neighbourhood C Conceptual Scheme. Approved with conditions.
Closed Session
Council moved into a closed session to consider the confidential item “Chestermere Regional Recreation Centre Update” under Sections 21, 24, and 25 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session, and directed Administration to take action as identified on the Confidential Enclosure RVC2025-25.
