Here is a summary of the decisions of Rocky View County Council at the May 6, 2025 Council Meeting. This is a general overview of decisions only. General Business
Council voted to approve the submission of a Forest Resource Improvement Association of Alberta grant application for an additional 2025/2026 Bragg Creek FireSmart Vegetation Management project.
Council voted to support Rocky View Foundation’s plan to establish an Affordable Housing Reserve Fund as a dedicated capital reserve to help support future regional housing projects.
Council voted to approve the Prairie Gateway Oversight Committee Terms of Reference as a requirement under the Prairie Gateway Deal Agreement approved by Council on February 18, 2025. Council then voted to appoint Reeve Kissel, Councillor Schule, and Councillor Samra as County representatives on the Prairie Gateway Oversight Committee until October 27, 2025.
Council voted to approve Capital Budget Policy C-707, Asset Management Policy C-708, and Multi-Year Budgeting Policy C-709 as recommended by the Governance Committee on April 15, 2025. Council also voted to approve Bylaw C-8627-2025, intended to amend the Boards and Committees Bylaw C-7840-2018 to include the Capital Committee as a Standing Committee of Council. The approved Capital Committee Terms of Reference provides elected officials with the forum to evaluate, prioritize, and recommend to Council the County’s capital project planning process using the principles and guidelines of the capital budget policy.
Planning and Development
Division 1 – File: PL20240219 (04606407), Bylaw C-8610-2025, Redesignation Item: To assess a site-specific amendment to Direct Control District 13 (DC13) to the front and side yard setbacks to bring into conformance an existing semi-detached dwelling. Specifically, the application seeks to reduce the minimum front yard setback by 4.5% and to reduce the side yard setback by 20%. Considered under the Elbow Valley Area Structure Plan. Approved.
Division 6 – File: PL20240155 (04333067), Bylaw C-8587-2024, Redesignation Item: To assess redesignation of the subject lands from Residential, Rural District to Residential, Country Residential District to facilitate future subdivision of a single ±0.82 hectare (±2.03 acre) lot. Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan. Approved.
Division 6 – File: PL20240062 (05303003), Bylaw C-8630-2025, Redesignation Item: to assess redesignation of the subject lands from Agricultural General District to Industrial, Light District, Industrial, Heavy District and Special, Public Service District to facilitate future subdivision of industrial lots within Cell 2 of the Conrich Station Conceptual Scheme. Considered under the Conrich Area Structure Plan, and the Conrich Station Conceptual Scheme. Approved.
Division 5 – File: PL20230091 (05330007), Bylaw C-8628-2025, Redesignation Item: To assess redesignation of the subject lands from Agricultural General District to Direct Control District and Residential, Country Residential District to accommodate an existing trucking and logistics business. Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan.
Council approved the following:
- To amend Bylaw C-8628-2025 to redesignate the entirety of the property to provide consistency in land use regulations across the subject parcel within the Direct Control district.
- To direct Administration to amend Bylaw C-8628-2025 to delete Section 3.2, and transfer the following uses from section 4.1 (Permitted Uses) to section 4.2 (Discretionary Uses)
- Automotive Services (Minor)
- Office
- Vehicle (Commercial Storage)
- To schedule a second Public Hearing for the Bylaw no later than the end of July 2025.
Council voted to approve revisions to the Conrich Area Structure Plan (ASP) Future Policy Area Terms of Reference including setting a lower average density target of 5 units per acre for the new planned development areas, providing guidance on limiting the scale and location of multi-family development within the ASP area, further promoting policies on architectural controls, including building heights and transitions between building forms, removing references to the Calgary Metropolitan Growth Board, and updating the project timelines.
Council voted to direct Administration to prepare a terms of reference and budget adjustment for the completion of County-led area structure plans covering the Business, Live-Work overlay areas along Sunshine Road and Range Road 282 no later than the end of Q4 2025, and that for all discretionary uses in the Business, Live-Work District development permit applications may be granted for a maximum term of one year, until such time as an adopted area structure plan is approved by Council.
Closed Session
Council moved into a closed session to consider the confidential item “Bottrel Park Land Use” under Sections 23 and 24 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session, and directed Administration to undertake Mandate #4 as outlined in Closed Session Report RVC2025-19.
