Here is a summary of the decisions of Rocky View County Council at the April 23, 2025 Special Council Meeting. This is a general overview of the meeting. Public Hearing
Divisions 3 and 4 – File: 1011-501, Bylaw C-8588-2024, Bearspaw Area Structure Plan (ASP): To adopt the Bearspaw ASP to guide future land use, subdivision, and development proposals within the plan area, and consider the repeal of the Bylaw C-7991-2020, being the Ascension Conceptual Scheme. The Bearspaw ASP is located between the city of Calgary and the town of Cochrane.
At a Public Hearing was held on January 28, 2025, Council referred Bylaw C-8588-2024 Bearspaw ASP to Administration in order to submit proposed amendments for consideration at an additional public hearing, as well as provide an opportunity for the public to comment on the proposed amendments.
Administration presented a list of Council’s proposed amendments to the Bearspaw ASP, categorized as:
- Administrative
- ASP Boundary
- Land Use and Phasing
- Environmental Matters
- Transportation
- Servicing
Council approved First Reading of an amended Bylaw C-8588-2024 and then voted to refer the Bylaw to Administration to analyze input provided at the public hearing and provide additional information prior to consideration of Second Reading of the Bylaw.
Council then approved a Motion Arising, directing Administration to collaborate with affected landowners and the City of Calgary to explore opportunities for providing satisfactory road access onto County or City of Calgary controlled roads from parcels adjacent to the municipal boundary within the Bearspaw ASP, and present an update to Council by the end of Q4 2025.
Previous Information
The existing Bearspaw ASP was adopted in 1994. This review of the ASP was undertaken to bring the document in line with today’s community’s needs and desires, accommodate contemporary development trends, modernize policies with respect to the natural environment and servicing, and ensure consistency with County, regional, and provincial policies and legislation.
Initial public engagement was undertaken in 2019 to seek resident feedback on setting the vision and priorities for the Bearspaw community; however, the project was paused to await the adoption of the Calgary Metropolitan Region Growth Plan (RGP). In August 2023, the project was reinitiated under an updated Terms of Reference (TOR). Technical studies and policy drafting work were undertaken, and in June 2024, the County released a draft Bearspaw ASP for public review. Public engagement included an open house and a general survey about the draft.
