Here is a summary of the decisions of Rocky View County Council at the March 4, 2025 Council Meeting. This is a general overview of decisions only. General Business
Council voted to direct Administration to work with data centre project proponents from Kineticor and Kalina on the drafting of an Area Structure Plan Terms of Reference. Council then directed Administration to invite data centre proponents to present to Council to raise public awareness of their proposals prior to Council consideration of the respective Area Structure Plan Terms of Reference. Administration is also directed to present a report to Council on the emerging data centre opportunities by the end of April 2025, to include recommendations on incorporating data centre proposals into the County’s Economic Development Strategy and planning framework, options for early engagement with affected adjacent landowners by development proponents and the County, and an update on the status of the terms of reference for the Kineticor and Kalina proposals.
Council voted to approve the Conrich Area Structure Plan (ASP) Terms of Reference, with amendments, outlining scope, timelines, and strategies for completing the Conrich ASP review project, and associated budget adjustment of $360,000 to fund technical studies and public engagement events.
Council approved a motion directing Administration to implement the Individual Rate Structure for water and wastewater utilities to achieve full cost recovery with the 2027 rates, and return to Council with amendments to the Master Rates Bylaw by the end of May 2025.
Council voted to direct Administration to execute the Assignment and Assumption agreement to complete the transfer of Development Agreement #5442 from Mountain Ash Limited Partnership to Aecon Transportation West Ltd. for a Type IV intersection upgrade at Highway 567 and Range Road 40, and upgrading Range Road 40 to industrial paved standard associated with Development Permit PRDP20211744 for aggregate removal at NW&SW 31-26-03-05; 35181 Big Hill Springs Road.
Council voted to refer the Cochrane Lake Improvement Plan, along with the associated budget allocation and Memorandum of Understanding for Cost Sharing Agreement, based on the 50% contribution from the County up to a maximum of $2,550,000, to the 2025 Spring Budget Finalization deliberation concurrently with other initiatives at the April 8 Council meeting.
Council voted to refer the Campbell Drive Improvements, along with the associated budget allocation, to the 2025 Spring Budget Finalization deliberation concurrently with other initiatives at the April 8 Council meeting.
Council voted to refer the Cambridge Park Paved Parking Lot, along with the associated budget allocation, to the 2025 Spring Budget Finalization deliberation at the April 8 Council meeting concurrently with other initiatives.
Council received, for information, a report from Capital & Engineering Services providing options to complete the full improvements of the Township Road 250 realignment to the ultimate 4 lane design, including estimated costs, advantages and disadvantages for each option, and traffic volume forecasting.
Council defeated two motions regarding amendments to the Procedure Bylaw related to the recording of votes of Council as per section 185 of the Municipal Government Act, as well as electronic voting options. This Notice of Motion was first read into the Council record on February 18, 2025.
Planning and Development
Division 2 – File: PL20230043 (05708013), Bylaw C-8596-2024, Direct Control Amendment Item: To assess a site-specific amendment to Direct Control Bylaw C-6688-2008 (DC-129) to allow the existing dwelling with a covered deck to have a minimum northern side yard setback of 1.38 metres (4.53 feet) while allowing for eaves to project 0.30 metres (0.98 feet), instead of the required 3.35 metres (11.00 feet) on one side and a minimum southern side yard setback of 1.52 metres (4.99 feet), instead of the required 1.53 metres (5.02 feet) on one side on the subject lands. The proposed site-specific amendment represents a 58.81% reduction in the northern side yard setback requirement and a 0.65% reduction in the southern side yard setback requirement. The covered deck was not shown on the drawings submitted for the Building Permit for the dwelling. Considered under the Harmony Conceptual Scheme. Approved as amended.
Division 5 – File: PL20240169 (06513002), Bylaw C-8608-2025, Redesignation Item: To assess redesignation of the subject lands from Direct Control District (DC 80) to Residential, Medium Density District, Commercial, Mixed Urban District, Special, Parks and Recreation District, and Special, Public Service District to facilitate future subdivision. The proposal includes approximately 92 acres of residential, 18 acres of commercial, 33 acres of open space, and 12 acres for future school. The application pertains to lands in the Goldwyn subdivision located within the Rocky Creek Conceptual Scheme in the hamlet of Balzac. The proposed redesignation will support Phases 4, 5, 6A and 6B in the conceptual scheme. Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan, the Rocky View County/City of Airdrie Intermunicipal Development Plan, the Balzac West Area Structure Plan, and the Rocky Creek Conceptual Scheme. Approved as amended.
Division 4 – File: PL20240082 (07622005), Bylaw C-8613-2025, Redesignation Item: To assess redesignation the subject lands from Agricultural, General District to Residential, Rural District (p3.6) to accommodate the future subdivision of one new parcel. Considered under the County Plan. Refused.
Division 4 – File: PL20240147 (06713011), Bylaw C-8603-2025, Redesignation Item: To assess redesignation of the subject lands from Residential, Rural District to Residential, Country Residential District to facilitate future subdivision of one ±1.02 hectare (±2.51 acre) lot with a ±0.94 hectare (±2.31 acre) remainder. Considered under the Bearspaw Area Structure Plan. Approved.
Division 1 – File: PL20240115(04816001/2), Subdivision Item: To assess a proposed subdivision of the subject lands to adjust the boundaries between a ± 64.75 hectare (160.00 acre) parcel and a ± 64.75 hectare (160.00 acre) parcel in order to create a ± 64.75 hectare (160.00 acre) parcel and a ± 64.75 hectare (160.00 acre) parcel. Considered under the County Plan. Approved as amended.
Closed Session
Council moved into a closed session to consider the confidential item “Strategic Initiatives Update” under Section 24 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session, and directed Administration to take direction as identified in the Confidential Enclosure of item E-1 of today’s meeting agenda.

Council moved back into the public session, and directed the Calgary Metropolitan Region Board Council Representative and Administration to take direction as identified in the Confidential Enclosure of item E-2 of today’s meeting agenda.
